Wagga Wagga City Council is the largest inland city in NSW, undergoing rapid changes as the result of strong organic growth, major investment from the state government and several national construction projects. It is strategically located at a national transport node offering connection to road, rail and air and act as the economic hub for the Riverina, serving a catchment of over 175,000 people. The city offers a range of services and facilities typically found in a metropolitan setting, including a diverse economy, extensive school and university education options, healthcare, the arts and community events, regional and national sporting facilities and a vibrant entertainment and retail sector.

There is a unique opportunity to leverage off the scale and diversity of investments and to create a legacy for its future community. The Special Activation Precinct will see the creation of up to 6,000 jobs and the northern growth area will see 15,000 new residents come to our city when completed. The recently opened Riverina Intermodal Freight and Logistics hub is operating daily services to national and international markets. The essential services provided by Council including the Oasis Regional Aquatic Centre, Livestock Marketing Exchange, Wagga Wagga Airport and Gregadoo Waste Management Facility must plan for and service the expanding needs of our city.

**About the Role**:
This position is responsible for the coordination and implementation of the Strategic Planning and Property for the City. This role will have a direct relationship with industry stakeholders and fostering strategic partnerships within the Community.
**Key Responsibilities**
- Lead, engage and develop the Strategic Planning Team, ensuring effective personnel management, in order to achieve the best organisational and community outcomes in relation to service delivery.
- Undertake, coordinate and manage the delivery of key strategic planning projects including (but not limited to): strategic planning documents and other City strategic projects from inception to completion within agreed timeframes and budgets.
- Complete strategic review of planning proposals and associated infrastructure plans to provide sound advice and achieve sustainable strategic objectives within timeframes.
- Provide concise written and verbal specialist/technical advice and expertise in relation to the development and delivery of the City’s strategic planning projects and other strategic City projects and formulate recommendations and practical solutions where appropriate.
- Work collaboratively with existing industry stakeholders to identify sector or business opportunities as well as facilitating cluster or networks targeting business outcomes.
- Building strong relationships with all key stakeholders including: General Manager, Councillors, Directors, key industry stakeholders and the community.
- Communicate effectively to ensure stakeholders are kept informed of the progress of key strategic projects and are consulted to gain their input and consensus.
**Skills and Experience**
- Postgraduate level qualifications or equivalent experience in a relevant field, including Town Planning or Urban Design.
- Highly developed communication (oral and written) and interpersonal skills, including sound conflict resolution and negotiation skills and an ability to engage and negotiate at a community, corporate and government level.
- Ability to drive forward and develop strategic planning documents, such as a CBD Master Plan, Housing Strategy and Precinct Structure Plan, amongst others that may be required.
- Demonstrated strong project management skills and experience, including financial management, management of multi-disciplinary projects, administration and business skills.
- Demonstrated leadership experience including the ability to develop and maintain a positive team culture and effectively manage staff performance.
- Experience in adapting to, influencing and leading change in a working environment.
- Sound knowledge of statutory requirements of the _Environmental Planning Assessment Act, 1979_ and regulations relevant to the position and solid understanding and experience in risk assessment of projects, activities and tasks.
- Solid experience in the use of Microsoft Office and other software/database programs.
