Purpose of specific work area and position

The Bushfire Resilience and Operational Support Branch leads strategic and operational asset management, bushfire mitigation strategy and land use planning resilience for the Rural Fire Service Queensland (RFSQ). The Bushfire Mitigation Unit comprises operational and non-operational staff with expertise in mitigation strategy, first nations capability development, environmental ecology (natural and cultural), and landscape fire policy.

Reporting to the Executive Manager, Bushfire Mitigation, you will be responsible for development, management and ongoing improvement of the strategic framework, systems and processes associated with the Permit to Light Fire system across Queensland. You will work closely with Chief Fire Wardens as well as a range of stakeholders across bushfire mitigation, environmental management, and training functions to lead the identification, implementation and evaluation of strategies and initiatives to enhance Fire Warden and Chief Fire Warden capabilities.
Mandatory requirements

Highly desirable requirements
- Knowledge and/or experience of landscape fire policy, practices, and processes.
- Can demonstrate an ability to communicate effectively with a wide range of stakeholders from rural and remote communities.

Key relationships
- This position reports directly to the Executive Manager and has direct relationships cross RFSQ District, Regional and State stakeholders including State Operations Directorate, RFSQ, Strategy and Corporate Services, and QFR.
- Key external relationships include all relevant local government representatives, all tiers of government, local industry, and local industrial representatives and associations.

Primary duties

This Role Specification Statement appends to the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:

- Develop, manage, and review the Permit to Light Fire framework, systems, and processes to ensure alignment with regulatory compliance and empower best practice landscape fire activities in the Regions.
- Lead the development of organisational doctrine related to the Permit to Light Fire system.
- Establish systems and practices to enable timely and accurate reporting of landscape fire activities.
- Lead the development of Chief Fire Warden and Fire Warden training framework, including curriculum design, material creation, delivery methods, implementation planning, and evaluation.
- Develop and implement activities to enhance Chief Fire Warden and Fire Warden capabilities, as required.
- Provide leadership and expert advice to Chief Fire Wardens to support their local management of the Permit to Light Fire system and Fire Warden networks.
- Provide injections of general program support, as required, across other portfolios within the Bushfire Mitigation Unit to ensure achievement of broader objectives and targets.
- Maintain contemporary and high-level knowledge of landscape fire policy and provide operational expertise, specialist advice and counsel on landscape fire practices and processes to internal and external stakeholders.

- Incumbents will hold the rank of Inspector (RFSQ), Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, and knowledge, are encouraged to apply.

- Applicants will:have proven commitment to maintaining bushfire competencies and operating in a team environment.
- Thorough knowledge of the concepts, strategies and issues associated with managing rural fire services, particularly in a volunteer environment and have a sound knowledge of and ability to provide operational leadership at emergency situations utilising the AIIMS/IMS methodology.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Officers appointed to this position will participate in a personal professional development program in conjunction with their supervisor.
