About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Levy Management team is responsible for monitoring local government administration of the Emergency Management Levy (EML) to ensure compliance with the Fire and Emergency Services Act 1990 and the Fire and Emergency Services Regulation 2011. The team provides input into policy development, engages with the public and key stakeholders to answer enquiries about the levy system, and is responsible for reconciling local government payment returns, and undertaking audits of local government to monitor and report on legislative compliance by individual local governments. Reporting to the Director, Financial Services and Levy, you will be responsible for leading and managing the development of policies, strategies and programs that support the administration of the EML throughout the state, ensuring they meet whole-of-government initiatives and QFES strategic objectives. Key requirements Highly desirable requirements Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the functions of the unit, including the reconciliation of local government payment returns and audits to monitor and report on, to ensure compliance with legislative requirements. - Develop and maintain strategy, policy and guidelines for the administration of the EML. - Provide strategic advice, support and recommendations to the Commissioner and executive leadership team on issues or trends which may significantly impact the administration of the EML. - Prepare and review reports, briefing notes, submissions, business cases, departmental and other correspondence, in accordance with organisational requirements. - Develop and maintain effective working relationships with key internal and external clients and stakeholders regarding EML program activities to promote positive outcomes and delivery of services. - Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
