**Who is the National Heavy Vehicle Regulator?**

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as an independent body responsible for
regulating vehicles in Australia over 4.5 tonnes gross vehicle mass. The NHVR minimises the compliance burden on the
heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and
ultimately provides a one-stop shop for the heavy vehicle road transport business with government in Australia.

Position Description | National Investigations Coordinator

**Environment**

Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.

**Primary Objectives**
- Lead and facilitate the coordination of strategic and operational planning for nationally focussed HVNL

investigations with a predominant focus on offences committed by Executive Officers, legal entities, and other
persons in the chain of responsibility under the Heavy Vehicle National Law.
- Lead and formulate appropriate investigative responses to novel and complex matters.
- Supervise and direct investigators across multiple jurisdictions conducting complex HVNL investigations.
- Provide specialist advice to investigators, prosecutors, senior management, and other internal and external

stakeholders on the best practice conduct of HVNL investigations, use of coercive powers and preparation of
intervention documents.
- Drive enhancement and continuous improvement of the NHVR investigations capacity, capability, and strategic

alignment through business improvement and development.
- Provide specialist advice to the Director, Investigations to identify issues and opportunities that may affect the

NHVR and its ability to fulfil its regulatory role, purpose, and objectives.
- Manage projects and programs of work, ensuring completion within statutory, regulatory, and financial

obligations.
- Lead the preparation of decisive operational policy, guidelines and instructional documents to give effect to

legislative requirements and strategic decisions.
**Key Responsibilities/Accountabilities**
- Manage a team of specialists by mentoring staff and identifying development opportunities to ensure effective

delivery of investigations, operations, information, and projects.
- Build and implement national strategies and high-level plans for the delivery of nationally consistent HVNL

investigations.
- Prepare a range of complex policy documents including policy papers, options papers, reports and briefings,

procedural documentation, templates operational orders and other correspondence.
- In collaboration with the NHVR intelligence function, monitor industry trends that impact safety and compliance

to inform operational deployment strategies.
- Deliver on agreed outcomes, model high standards of professionalism and ethical behaviour; demonstrate self
- awareness and a commitment to personal development.
- Contribute to a safety culture by reporting all hazards/ incidents immediately and by participating in risk

assessment processes as required.
