The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
Emergency Management Australia (EMA) is Australia’s National Disaster Management Organisation. The National Situation Room (NSR) within EMA, is the Australian Government's 24/7 crisis management information and whole-of-government coordination facility. The NSR provides all-hazards situational awareness, impact and consequence analysis and decision support to Government for domestic and international events affecting Australia or Australian interests.
Information products produced and coordinated through the NSR are instrumental in briefing high office holders during a crisis situation and are further distributed throughout the Australian Government, state and territory agencies and to key industry partners. The NSR assists in the activation of National Plans to coordinate the provision of Australian Government non-financial assistance in response to nationally significant Emergency Management and crisis incidents.
**About the role**:
The Information Analyst supports the work of the NSR by providing predictive analysis, impact and consequence assessment and decision support on national crises and emergency events. Information Analysts complement the NSR’s situational awareness by assessing the possible impacts and consequences of a hazard to a community by gathering, processing, analysing and distilling information from a range of sources. Analysts also provide recommendations to Senior Executive on possible courses of action the Commonwealth can take to support affected jurisdictions. The Information Analyst may also conduct ad hoc tasks, such as Ministerial briefings and providing advice on a National Emergency Declaration.
The Information Analyst works in a fast-paced environment as an operational shift officer within the 24/7 NSR watch floor. The position works in collaboration with Information Officers to provide the primary source of truth on emergency and crisis events to high-level Government stakeholders. The Information Analyst reports to the Assistant Director, National Situation Room as part of a small team on a rotating shift roster.
The Analysis capability is relatively new within the NSR and there are opportunities to contribute to the development of stakeholder relationships, operational processes and procedures and new analytical products.
**Specific duties/responsibilities**:
- Maintain a forward view of the natural hazard and security environment, scanning the horizon to identify potential incidents and assessing what is possible or likely to happen as a result of forecast conditions
- Source, collate, process and analyse data and information from multiple sources and feeds to deliver impact and consequence analysis and decision support to Government stakeholders in the event of a crisis situation (bushfire, cyclone, flood, earthquake, security incident, etc.)
- Work in collaboration with NSR Information Officers to develop information and analysis products assessing the likely impacts of a hazard
- Conduct rigorous analysis to identify the first, second and third order impacts of a hazard on the community
- Collaborate with specialists within EMA, the Australian Climate Service, Bureau of Meteorology and other stakeholders to briefing materials in accordance with agreed information and intelligence requirements
- Support the Crisis Appreciation and Strategic Planning (CASP) process through effective information gathering, analysis and environmental scanning
- Liaise and engage with stakeholders from across Government to build highly productive working relationships.
