The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**O**verview of the Branch and Section**:
The Capability Delivery Governance Branch is a multi-faceted entity that is responsible for the governance of the Department's Capability Investment Portfolio, and adds to this remit stewardship of the Department’s Collaboration Program and an APS Centre of Excellence in Change Stewardship.

As an Enterprise Portfolio Management Office, the Branch leads the development, implementation and continuous improvement of the Enterprise & Program Capability Delivery Governance System, including the Department's:

- Maturation of its evaluation and control-of-program benefits
- Interdependency management
- Risks
- Issues
- Financial performance, and
- Enterprise view of change stewardship.

The multi Award winning Home Affairs Portfolio Change Stewardship Office is both a Competency Centre (resource pool and knowledge repository) and a Centre of Excellence for Change Management in Government.

The Centre provides a range of services including a:

- Change Accelerator workshop - a high level analysis of the Change Initiative to understand the impact on people and to ‘kick start’ the planning process
- Whole of Government Community of Practice with an emphasis on contemporary Change Management trends
- Change coaching and mentoring service
- Comprehensive Change Management Capability Building Program for APS staff via the Australian Public Service Commission Academy.

The Centre provides access to change management expertise across the Home Affairs Portfolio to support the management of people, systems or process changes and the potential risks posed by these to business operations, reputation and staff.

As a Principal Organisational Change Manager you will have:

- Extensive experience in delivering effective change management in large scale transformative programs that include changes to people, organisational structures and culture, technology, process, finance and operations
- Understanding and extensive experience of working with different project management methodologies and frameworks and tight linkages needed with change management deliverables
- Advanced planning, project management, time management and decision making skills
- Effective leadership, interpersonal and communication skills; most importantly ability to influence senior stakeholders and executives
- Capability to plan and lead others to achieve priority outcomes and respond flexibly to changing and at time ambiguous environments
- Solid experience in managing teams and providing coaching and change leadership to teams (including executives).

**Specific duties/responsibilities**:

- Seek to understand the broader ‘systems’ view of change and cumulative change impacts of the programs and activities within their remit
- Proactively work across change initiatives to ensure the coordination and streamlining of change communication and training activities for their program
- Lead a team of Program Change Managers/Change Managers in support of their program
- Lead effort to establish formal/informal change networks for their program
- Identify and develop strategies to manage dependencies and overlapping impacts across projects for their program
- Act as a coach for senior leaders and executives in helping them fulfil their roles in change management
- Prepare and/or contribute reports on the change for their program and highlight any risks to adoption for the senior executive
- Support adoption of the change in line with the Department’s Portfolio Change Framework.
