**About the team**:
The Capability and Talent team deliver of a range of functions related to learning and development and talent management to ensure a high level of performance within the Department and preparedness to meet future demands and needs. Members of the team are responsible for strategically defining talent, capability, and performance frameworks, and for developing, maintaining and advising on related policies. The team co-ordinates the delivery of high-quality, impactful opportunities for training. In addition, the team is tasked with measuring capability across the organisation and determining existing or new programs to address identified gaps. The team sets a high level of resourcefulness, knowledge, and professionalism in their overall goal of maximising performance and capability.

The key areas of knowledge, skill and ability for this position are:

Demonstrate an awareness of the implication of own work area, understand the strategic objectives of the department and develop work plans accordingly.

**What you will do**:
The Assistant Manager, Capability will take the lead on the delivery of high-quality learning and development project(s) within DISR, including practical implementation of and reporting on capability building initiatives. The Assistant Manager acts as an enabler delivering on strategic capability requirements of a diverse department.

Key responsibilities include:

- lead and manage the work of the team, including establishing expectations, scheduling and reviewing work, managing improvement initiatives, financial and resource management, giving effective feedback and mentoring and developing employees
- manage the delivery of capability-building programs, including developing plans for communication, promotion, documents for participants, and program evaluations
- identify opportunities for strategic capability development across the department, spanning the employment life cycle through longer term project initiatives and program delivery
- maintain a strong stakeholder engagement skills, including excellent interpersonal and communication (oral and written) skills, with an ability to prepare high quality written materials, and maintain, influence, and grow productive working relationships at all levels.
- collaborate with the workforce planning team to identify and respond to strategic capability gaps and succession planning initiatives via the joint development of effective interventions
- keep up to date with APS-wide strategies regarding capability and talent to ensure the department consistently meet service-wide expectations

The role requires a high level of engagement with Senior Executives of the department and its portfolio agencies, and with external learning and development providers and facilitators. The Assistant Manager needs to demonstrate effective leadership and support in assisting a team deliver reporting and respond to requests relating to capability across the department.

You will also train and mentor your team, to enable them to undertake increasingly complex HR-related duties and support their professional development.

**Eligibility**:
To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

**Security Clearance**:
These positions require a Baseline security clearance. The successful applicants will be required to obtain and maintain a clearance at this level.
