**The Role**

As a Manager, Regional Programs and Investment, you will be responsible for managing a range of investment and economic development initiatives and programs for businesses and communities throughout rural and regional Victoria. The position has line management responsibility for a small team and works closely with Regional Development Victoria's (RDV) regional teams and key external stakeholders to ensure effective outcomes by facilitating region and business intelligence, investment and export opportunities.

**Key accountabilities include**:

- Facilitate, advocate, negotiate and guide the development, delivery and management of significant investment and economic development projects, programs, and initiatives in regional Victoria, working collaboratively to ensure government objectives and outcomes are met.
- Provide authoritative advice to senior management and various Government led governance groups on complex issues related to program delivery, presenting clear options for decision making, and lead the preparation of detailed reports, business cases, Cabinet submissions, Ministerial briefings, and discussion papers, on time, and that demonstrate an understanding of the policy, political and legal context.
- Build, maintain and manage multiple business networks and communication links with clients, internal and external stakeholders, and capacity to access and engage with Local, State and Commonwealth levels of government. Identify and facilitate investment, economic development, investment, and export opportunities, in collaboration with various government departments.
- Lead and manage staff by ensuring role expectations are clearly defined, monitor performance, providing timely and constructive feedback and facilitating employee development. Support the team's effectiveness through knowledge development and sharing, providing guidance to team members, and contributing to a positive and collaborative culture in the workplace.

**The Team**

The position of Manager, Regional Programs and Investment will work across the Regional Economic Growth and Investment branch, which sits within the Regional Development Victoria group.

Regional Development Victoria group works with businesses, communities and across government to deliver economic growth, create jobs, build resilience, and support economic recovery in our regions. Regional Development Victoria group has a strong role in activating networks; building partnerships; realising outcomes that boost local economic and community resilience; and bringing the lived experience of communities into government decision making.

**About You**

To be successful in this role you will have the following skills and experience:

- Strategic implementation: Reviews and monitors the strategic direction and performance of own area and/ or delivery of programs; is personally accountable for own area of responsibility and acts with a sense of urgency to address issues as they arise; takes advantage of opportunities or changes in the environment to achieve approved outcomes; focuses on day-to-day performance and implementation without getting distracted by less critical issues; and a demonstrated capacity for sustained effort and hard work; and sets high standards of performance for self and others.
- Proven high-level leadership and management skills, demonstrating initiative and flexibility combined with the ability to motivate and coach staff to achieve KPI's. Demonstrated ability to align the team with organisational objectives and values through effective people management and modelling; and clearly defines role expectations, monitors performance, provides timely and constructive feedback, and facilitates employee development through performance management and coaching.
- Stakeholder management: Identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved; and finds innovative solutions to resolve stakeholder issues. Has experience on economic development (or similar) boards, bodies, or other committees.
- Highly developed analytical and conceptual skills, including demonstrated ability to develop strategies and frameworks, quickly assimilate new concepts and information, and deliver positive and innovative solutions to complex issues to address policy issues and provide strategic direction.
