The Data Analyst works closely with the rest of the Award Costing team and stakeholders across the department and externally to provide specialised analysis, forecasting, modelling, costing advice and financial services related to the hospital workforce (both in dollar and FTE terms) across a broad range of programs within the department This role is key in supporting Finance and Procurement Branch, in particular the Awards Costing team, in the delivery of critical projects and services. The Data Analyst will work closely with colleagues and other stakeholders on complex funding models and provide analysis to enable decision makers to understand financial risks and opportunities and choose between competing courses of action for resources.
**Accountabilities**
- Oversee the timely and accurate completion of annual hospital payroll reporting and at the end of each financial year finalise year-end Public Hospital FTE by labour category and make completed data available to the number of interested internal and external parties who depend on this data for the completion of various analysis.
- Utilise completed reported Hospital FTE and expenditure data to produce wage bases for each Enterprise Bargaining Agreement for use during the year for purposes of forecasting, costing and analysis.
- Liaise with a diverse range of internal and external stakeholders and produce a diverse range of analysis, (some routine some specialised and one-off) as required to ensure a high level of client service delivery.
- Contribute to advice on finance policy, risks, trends and solutions and options for decision-making.
- Comply with the Financial Management Act 1994 and other relevant legislation, regulations and government directives, policies and guidelines.
- Function in the role of Database Administrator by giving new users access to the Payroll minimum dataset and the requisite training to operate effectively, take care of other routine database functions such as the maintenance of supporting reference files up to date and liaising with the Victorian Hospitals Industrial Association (VHIA) as required to ensure no duplication of payroll classification codes issued.
- Analyse historical labour force trends and provide information for reporting to Central Government agencies.
- Provide financial analysis as required including explaining the components in the increase year-on-year of hospital employee entitlements, provide manpower data to VAHI for reporting to the AIHW and update the Hospital's Annual Leave model.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver or facilitate the delivery of, effective support and services.
