**Division Responsibilities**

The Portfolio Strategies Division delivers outcomes across the health and aged care

portfolio, supporting the design and implementation of health policies, programs and

infrastructure to improve the health and wellbeing of all Australians. We work across the

department to bring a whole of system perspective to health and ageing. We work to

influence and align activities across the department that have strategic implications for the

health system and new initiatives that require a flexible and delivery-focused approach.

**Branch Responsibilities**
- The Portfolio Programs Branch (PPB) plays a strategic role in the Portfolio Strategies

Division through administering various forms of health infrastructure programs and

policies which support and deliver key priorities of the Government across the entire

portfolio.
- Our expertise and whole-of-portfolio strategic lens enable us to deliver programs

and policies that directly support our health system and the lives of those in the

community. We administer policies and programs that have touchpoints across the

department, from the Office of Health Protection, alcohol and other drugs, sports,

workforce, palliative care, primary care and mental health services, and Indigenous

community programs.
- We are committed to delivering the priorities of the Government with the ultimate

goal of supporting our health system and ensuring Australians receive care and

assistance when and where they need it. We support our Minister and Executive

through timely, accurate and strategic reporting and briefing to inform decision

making and demonstrate the delivery of election commitments and priorities

including in response to the COVID-19 pandemic.

**Section Responsibilities**
- The Government Partnerships and Non-Government Organisation (NGO) sections

administer national partnership agreements and grant agreements for infrastructure

and service delivery programs cutting across the health portfolio. This includes

projects under the Community Health and Hospitals Program, the Regional Cancer

Treatment Centres for the Radiation Therapy Program and a range of other related

Budget measures and commitments.
- Our work includes end to end project management including developing and

negotiating agreements, monitoring progress and assuring project delivery. We do

this through working with the funding recipients, including the state and territory

governments and Non-Government Organisations, as well as the Department of

Social Services Community Grants Hub.
- We are also responsible for the administration of certain legacy infrastructure

programs, to ensure the objectives of the Commonwealth’s investment continue to

be delivered in accordance with the relevant funding agreements.***

**Key Responsibilities**

The responsibilities of the role may include, but are not limited to:

- Proactively manage current and legacy grant agreements for infrastructure and

service delivery projects in accordance with the _Commonwealth Grants Rules and _
- Guidelines 2017_ and Federation Funding Agreements Framework.
- Undertake detailed project milestone assessments and provide written

recommendations.
- Provide accurate and specialised advice on grant agreements, including anticipating

problems and escalating where required.
- Recommend variations to grant agreements in line with relevant policies,

procedures, guidelines and processes.
- Draft briefing, correspondence, and reporting documents to a high standard.
- Liaise with internal and external stakeholders on complex operational and

administrative matters, building and maintaining effective relationships.
- Set priorities for a team, maintain team cohesion, and ensure quality of team

outputs.
