The Department of Justice and Community Safety (department) provides a range of government programs and services which focus on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.

**About the role**:
The Office of the Associate Secretary (Office) supports the Secretary to lead and manage the responsibilities and statutory requirements of the department. The Office leads key whole of department functions, including corporate functions, delivery of the department's data insights, analytics and modelling function, savings and organisational transformation, and overseeing the department's response to the Corrections Cultural Review of the adult custodial corrections system. It also provides oversight of the department's strategic and operational performance, with a focus on using data to inform system strategy, advice to Government and operational oversight.

Operational Performance and Cultural Reform (OPCR) is tasked with supporting the Associate Secretary in leading the department's agenda in the delivery of justice and community safety services in Victoria. The Centre for Evaluation (the Centre) is the central point of evaluation expertise and knowledge providing the department with evaluation services across its diverse portfolios.

The Manger, Evaluation leads a team of evaluation specialist providing high quality evaluation services to the department. They are responsible for overseeing a forward program of evaluation work, ensuring projects are well scoped, fit for purpose and high quality. The role involves working closely with both internal and external stakeholders, developing strong partnerships to facilitate delivery of quality outputs. The Manager, Evaluation ensures the work of the team provides useful and targeted evidence to inform key decisions around program and policy delivery.

Key responsibilities include:

- Manage and support a team to plan and deliver complex evaluations and reviews to inform policies and programs
- Lead the provision of authoritative, expert advice on evaluation methodologies, frameworks, tools and policies
- Oversee, convene and/or chair governance groups
- Develop strong relationships with stakeholders across the department, the justice system and government
- Develop and manage project proposals, budgets and agreements
- Prepare complex and authoritative written reports, Ministerial briefs, Cabinet and Executive submissions

**About you**:

- Experience managing teams to design and deliver complex multi-method evaluations
- Experience in developing and implementing robust, high-quality evaluation frameworks, project plans, and budgets
- Experience navigating governance structures within the authorising environments to support evaluations
- High-level stakeholder negotiation skills, including the ability to negotiate project objectives, deliverables, budgets and timeframe
- Works to find new ways to deliver outcomes; recognises the merits of different options and acts accordingly
- Guides others through the strategic planning process, creating a shared vision for the future

**Qualifications**:

- A relevant qualification in evaluation, social science research and/or criminology is desirable.
