**About the Opportunity**
Strathfield Council is seeking a Regulatory Officer - Ranger to join our Environment, Sustainability & Compliance team on a temporary full-time basis for up to 12 months.
The position has the responsibility of providing the municipality with high quality, accurate and professional control and enforcement of various requirements under the Local Government, EPA, Roads and Public Sapces (Unattended Property) Acts.
To undertake the role, it entails the following duties:
- Patrol, monitor and enforce all areas on illegal parking delegated to Strathfield Council, by way of legislation of agreement, by contributing to the achievement of duties and responsibilities;
- Patrol and monitor the Strathfield Municipality LGA for illegal trading by itinerant vendors;
- Monitor, report and enforce all legislative requirements under section 632 Local Government Act 1998, in relation to breaches of legislation in council parks and reserves; i.e. motorbikes, horses, taking in or consuming alcohol, vandalism, playing golf etc;
- Monitor and detect obstruction of footpaths and roadways and carry out enforcement action in relation to these breaches, including illegal advertising material. Relevant to legislative requirements under Local Government Act 1993, Roads General Regulation, POEO Act 1997, and the Environmental Planning and Assessment Act 1975;
- Patrol and report incidents of illegal activity, vandalism, graffiti or damage to Council assets in the Strathfield Municipality LGA to the Senior Regulatory Officer;
- Monitor, patrol and issue on the spot infringement notices for both Council Free Car parks and on-street Parking. This function will require compliance with the code of practice as detailed by the Infringement Processing Bureau and Council Standard Operating Procedures for Regulatory Officers;
- Answer inquiries regarding the issue of parking and other infringement notices;
- Keep council and statutory records to the appropriate standard;
- Monitor development sites particularly compliance with public domain and roadway interface and respond to any urgent complaints in coordination with building compliance officers;
- Undertake outdoor duties during inclement weather i.e. parking Patrols, CM10 complaints, dog attacks, patrols etc. whilst adhering to Council’s Policies and the provisions of the Occupational Health and Safety Act;
- At all times strictly adhere to legislation, Standard Operating Procedures, Work Instructions and the Code of Practice.
- Carry out investigations and prepare statements when and where necessary prepare and present evidence at Court.
- Ensure that all equipment issued for individual use by a Regulatory Officer is properly maintained and that any damage and/or malfunction are reported in
- accordance with contemporary instructions;
- Ensure all issued Personal Protective Equipment is in good order and repair at all times and is used correctly;
- Comply with Workplace Health & Safety and Dress instructions;
- Undertake professional development activities as directed;
- The position entails extensive communication with members of the public, which often takes place in stressful circumstances. The position holder is required to clearly and concisely exchange routine information with customers. Escalating situations with customers are to be referred onto the Senior Regulatory Officer.
- The position holder is required to resolve problems of a routine nature. This would include determining whether a breach of parking legislation has occurred;
- When dealing with difficult customers the position holder is required to ensure an efficient and effective solution is reached;
- Perform duties as directed by the Senior Regulatory Officer.
