**Key Responsibilities**:
- **Investigation**: Investigate alleged breaches of the Animal Management Local Law, including but not limited to wandering animals, excess animals, enclosure issues, patrols (proactive and reactive), animal incidents, cat and dog registration, animal nuisances, cats/dogs in prohibited areas, non-compliance at dog off-leash parks, and property inspections.
- **Public Safety**: Respond to reports of immediate risk to public health and safety in regard to domestic animal attacks and wandering livestock. Use meticulous negotiation and observation skills to determine risk to public health and safety and act accordingly within legislation.
- **Animal Handling**: Collect domestic animals contained for collection, contain, capture, and impound animals wandering at large or on private property at the property owner's request. Safely handle frightened, timid, injured, or aggressive animals with confidence and patience.
- **Compliance**: Carry out thorough history checks on properties to determine previous non-compliance and/or breaches of legislation. Gather clear, factual, and impartial evidence, affording natural justice to all parties, sometimes for multiple offenses at one property.
- **Witness Interviews**: Interview witnesses, and where breaches are detected, ensure a reliable body of evidence exists to pursue compliance.
- **Emergency Response**: Proactively respond to any emergency, disaster, or public health and safety concern specific to domestic animals, including after-hours on-call duties on a rostered basis.
- **Court Appearance**: Present evidence in court and maintain contemporary knowledge of requirements outlined in Council's local law.
- **Animal Seizure**: Have the ability, with empathy, to remove (seize) animals from a property or the owners' custody as required.
**About the individual**:
- Strong knowledge of animal control, and regulation.
- Understanding of kennel and facility operations, as well as animal disease transmission and prevention methods.
- Cert IV in Animal Management would be highly regarded.
- Well-developed knowledge and extensive practical experience consulting and advising on domestic animals (cats, dogs, poultry, aviary birds, and all manner of livestock).
- Proven ability to conduct inspections and investigations and produce effective outcomes within the parameters of relevant legislation, local laws, Council policies, plans, and programs.
- Proven conflict resolution skills to attain desired outcomes in a dignified and respectful manner while maintaining a positive Council image.
- Knowledge of a variety of cat/dog breeds and behavior traits, or the ability to quickly learn and identify.
- Experience handling anxious, aggressive, or scared animals.
- Ability to cope with the physical and mental aspects of the position in a highly emotive and often adversarial environment.
- Digitally savvy
- High degree for HSE in the workplace
