**About the Department of Employment and Workplace Relations**

**The Role**
Reporting to the Director, Capability, the Assistant Director, Capability is responsible for leading a team to develop and implement onboarding programs for Approved Employers and DEWR PALM staff, as well as ongoing capability development for these groups. This includes managing cultural competency development and uplift. In supporting the development of capability for PALM scheme workers, the Assistant Director, Capability will be responsible for managing the Skills Development Program which provides funding to Approved Employers to support skills development for PALM scheme workers.

The Pacific Labour Operations Division is responsible for managing and implementing the PALM scheme which has two key objectives:

- to contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) and Timor-Leste; and

The department manages the PALM scheme domestic operations, in collaboration with the Departments of Foreign Affairs and Trade (DFAT); Home Affairs; and the Fair Work Ombudsman.

The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement.

**Duties and Responsibilities**

Responsibilities of the EL1 may include:

- Leading training needs analyses to understand the ongoing capability development needs of DEWR staff, Approved Employers, and PALM Scheme workers.
- Working collaboratively across the Pacific Labour Operations Division, and with external stakeholders, to address capability development needs for various cohorts.
- Developing and maintaining training programs, material, and education products (including online products) to support capability development.
- Supporting staff to deliver training, face to face and virtually.
- Leading, mentoring, and managing performance of staff within the team.
- Coordinating cultural competency development of staff and Approved Employers, while also developing own and team’s competency.
