The **Finance and Procurement Branch** is responsible for managing all relationships with external Departments, Agencies and organisations and provides strategic financial services across the department.
The **Financial Operations Section** is responsible for ensuring a high-quality financial environment for the department through robust governance and processes and by providing accurate and timely guidance on financial operational matters. The Section delivers accounts payable and receivable, treasury management, financial systems administration, travel and purchase card management.
The **Finance Business Partners Section** provides relationship management, strategic and technical financial support to the business areas, as well as the provision of ongoing analysis and advice to improve and support Divisional financial positions. This role acts as a key link between the business area and Chief Financial Officer (CFO)
The Department of Veterans’ Affairs, Finance and Procurement Branch is looking to recruit an APS 6 Team Leader, Treasury and Accounts Receivable (Financial Operations Section) and APS 6 Finance Business Partner (Finance Business Partners Section).
**Duties**
**APS 6 Team Leader - Treasury and Accounts Receivable**
- Oversee the Treasury and Accounts Receivable activities.
- Lead, supervise and develop a small team.
- Provide expertise and technical knowledge in Treasury Management and Accounts Receivable.
- Build rapport and maintain internal and external relationships, respond to enquiries, provide assistance and factual advice in a timely manner.
- Manage prioritisation of own workloads and those of team, ensuring work activities are completed to agreed timeframes and standard, undertake quality assurance reviews of information and work, and ensuring quality customer service and advice.
- Utilise financial analysis tools and systems, to capture, research, analyse, problem solve and reconcile data.
- Update and maintain Policies and Procedures relating to Treasury Management and Accounts Receivable and lead process improvement initiatives.
- Prepare reports: Compliance Reports, Cash Forecasting, Monthly Dashboard reports Senate Estimates Briefs and Questions on Notice.
- Preparation and approval of end of month processes including but not limited to:
- reconciliations,
- journals, and
- executive and management reporting.
**APS 6 Finance Business Partner**
- Act as the primary conduit between the CFO and business areas to facilitate and manage effective working relationships;
- Deliver financial advice, analysis and assistance to key stakeholders to inform financial decision-making over both Departmental and Administered Functions;
- Undertake financial analysis to support business planning, projects and investment decisions;
- Prepare monthly financial reports for Senior Executive, including variance analysis, commentary and analysis of the full year forecast;
- Monitor and review monthly forecasts in partnership with our stakeholders;
- Provide advice on emerging and material financial impacts on the financial performance of our stakeholders;
- Engage with stakeholders to identify risks and issues to inform and support robust business and finance processes;
- Coordinate and assist with budget development and expenditure forecasting as well as long-term financial planning to support the financial direction of the Department;
- Provide a broad range of financial management services to meet statutory compliance requirements, including monthly accruals; and
- Promote and develop financial literacy and capability across the Department.
**Eligibility**
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
