About the Business Unit
Through its Regulation and Dispute Services Group, the Department of Government Services (‘the department') leads regulatory functions across the Consumer Affairs portfolio.
The Regulation and Dispute Services portfolio interacts with a number of other government portfolios and impacts on everyday Victorians, a range of industries and a number of occupations. This demands that the unit consider communication and engagement as part of policy development and maintain effective engagement with agencies, industry and community stakeholders.
The unit provides policy services and advice to the Deputy Secretary, Regulation and Dispute Services Group, the Secretary, departmental executives, the Minister for Consumer Affairs and the Minister for Small Business. To cover the breadth of the portfolio, Regulation Policy must be highly adaptive and responsive. It operates on a matrix structure that creates and disbands multi skilled project groups to meet the government's legislative program agenda and changing priorities and substantive projects. This provides a rich opportunity for team members.

About the Role
The role of a Policy Adviser is to provide authoritative policy advice informed by strategic thinking and analysing relevant evidence, supported by targeted stakeholder engagement and sound project management. The position performs a key role in assisting teams in the development of cabinet submissions on policy and legislative issues and the development of regulations and legislative instruments.
Strong interpersonal skills and a commitment to collaboration are essential in the delivery of the position's purpose.

About you
- Strong conceptual and analytical skills with a particular ability to analyse complex policy and legal issues, interpret legislation and formulate accurate and strategic advice.
- Sound knowledge of how legislation is developed and of Cabinet and Parliamentary processes.
- Sound understanding of project management and associated tools.
- Demonstrated ability to prepare well-written, timely, concise, accurate and audience-appropriate briefings and reports.
- Manages and leads complex policy and/or legislative reform projects, developing options that contribute to the development of final reform options for decision.

Qualifications/Requirements
- A tertiary qualification in law, economics or public policy is desirable.
