About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Organisational Development branch provides organisational design, development and implementation concepts to create contemporary and integrated strategies, frameworks, policies, programs and initiatives to build capacity and ensure workforce capability and organisational structure meets the needs to deliver frontline services and achieve organisational objectives. Reporting to the Director, you will be a key member of the team, leading and managing the department's enterprise change management capability. You will be responsible for developing, monitoring and delivering change management plans, tools and programs, and supporting large scale and complex change activities to align with the QFES strategic plan and organisational objectives. Key requirements Highly desirable requirements - Previous experience as an organisational change practitioner/change consultant in a similar organisational environment. - A member of the Change Management Institute. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the development and delivery of the department's enterprise organisational change program, to enable and support the workforce in being adaptive to change, enhancing organisational agility and resilience to meet departmental and community needs into the future. - Develop, monitor, and deliver organisational change management plans, tools, and programs, considering the organisational values, strategic plan and business objectives. - Provide change management advice and support to large scale and complex organisational change/transformation activities, including impact assessments and workforce engagement plans. - Build organisational capability in change management including the integration and implementation of organisational change management principles and practices into business as usual activities. - Provide authoritative and professional advice and guidance to senior management on change management and practice to ensure governance, compliance and continuous improvement. - Develop and maintain effective working relationships with internal and external stakeholders to identify and access information, and resources relevant to activities and projects to achieve strategic outcomes. - Engage with senior management, and staff and volunteers to understand their shared and individual experiences and assess organisational change impacts, readiness, risks and issues for various business change initiatives. - Research and prepare complex submissions, briefs, reports and correspondence relating to human capital responsibilities in accordance with department requirements and governance.
