The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor
- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
The Vietnam Labour Mobility Arrangement (VLMA) is a bilateral initiative between the Governments of Australia and Vietnam. It facilitates the temporary migration of up to 1,000 Vietnamese citizens annually to work in Australia’s agriculture and primary industry sectors (e.g. horticulture, meat processing, aquaculture, fisheries, and forestry) under the Pacific Australia Labour Mobility (PALM) scheme framework. Workers can stay in Australia for up to 4 years.
**This Opportunity**
The Vietnam Welfare Support officer (VWSO) will be responsible for helping workers arriving under the PALM Vietnam Labour Mobility Arrangement (VLMA) to settle into life in Australia by providing information, practical support and guidance. The VWSO will be the key focal point between VLMA workers and approved employers (AEs). He/she will provide on the ground support to workers and employers and help to ensure VLMA workers adapt well to life in Australia and are able to maximise their opportunities.
The VWSO role may evolve over time as the requirements of workers and support available through other existing mechanisms become clearer. This position is a **casual role for 6 months**, with potential for extension.
The **Vietnam Welfare Support Officer** will be responsible for:
- In collaboration with DEWR, AEs and the PLMSP, provide pastoral care support to VLMA workers participating in PALM scheme.
- Basic language translations and cultural support for AEs/ workers.
- Supporting on-arrival worker briefings as needed by AEs.
- Facilitating AE connections with local diaspora, churches and community groups where appropriate.
- Support to understand how to connect to basic services, such as medical allied and emergency services providers.
- Support to understand pay, deductions and living expenses.
- Support to understand workplace requirements and expectations, including from a cultural perspective.
- Partner in cultural competency activities as directed by the PLMSP.
- Where appropriate, assist to coordinate responses to critical incidents.
- Address key issues like accommodation, transport, medical needs, and communication methods with DEWR and AEs.
- Collect feedback from AE's on workforce performance and address concerns constructively.
- Provide information and referrals on employment rights, immigration laws, and criminal offences.
- Maintain positive relationships with AEs and the Embassy of Vietnam, ensuring transparent communication and risk minimization.
- Collect and report data on worker numbers, incidents, and feedback. Participate in labor mobility research.
- Coordinate visits and travel plans, participate in training activities, and facilitate worker arrivals and departures.
You will possess the following qualifications and experience:
- Excellent oral and written communication skills, and ability to engage/build relationships with a wide range of stakeholders (Australian and Vietnamese governments, Australian industry, VMLA workers and their families etc.)
- ** Fluent in Vietnamese.** Experience of working in or with Vietnamese diaspora communities a strong advantage.
- Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.
- Driver’s licence and flexibility to undertake frequent travel, including after hours and weekends, interstate and internationally.
- Proficiency in Word, Excel, PowerPoint and web browsers.
- Minimum 2 years work experience in working in migrant settlement, family support programs or services an advantage.
- Excellent people-to-people skills, with demonstrated experience managing relationships with a diverse range of stakeholders.
