The Parliamentary Counsel’s Office (PCO) is headed by the Parliamentary Counsel and is a Public Service executive agency related to The Cabinet Office under the Government Sector Employment Act 2013. PCO is responsible for drafting, publishing, and maintaining access to legislation in NSW. We work with our government stakeholders to turn complex legal and policy instructions into clear, precise bills that once passed through parliament become law. Our work supports Parliament, provides access to current and past legislation, and ensures the people of NSW can understand and rely on the laws that affect their lives.

**Primary purpose of the role**
The Leader, Legislation Access works in collaboration with the Manager, Legislation Access to:

- Manage workflow and work processes efficiently and effectively to deliver legislative production and access programs allowing for access to NSW legislation
- Perform complex publishing tasks, particularly by consolidating amendments to produce updated versions of legislation for publishing to the NSW legislation website, using specialised software, including updating the legislation database
- Actively managing team and individual performance
- Contributing to strategic system development and project work
- Assisting with editorial tasks as work priorities allow and require

**Key accountabilities**
- Manage and plan the Legislation Access team’s delivery of consistently high-quality work, allocating resources, streamlining work processes, resolving issues, identifying risks and managing staff training and documentation of processes and procedures appropriately to ensure work meets deadlines and performance targets
- Manage legislative publishing tasks, including consolidating amendments and ensuring the accuracy of the legislation database to produce updated versions of legislation for publishing to the NSW legislation website
- Actively contribute to the testing and implementation of enhancements to PCO legislative systems and/or to the development and implementation of new tools and systems
- Lead a positive culture of continuous skill development and cultivate a supportive and high-performing professional team environment within the Legislation Access team, enhancing team capability, productivity, efficiency and effectiveness by identifying opportunities and strategies for managing and developing individual team members
- Work with the Manager, Legislation Access to identify, evaluate, project manage and implement strategic business initiatives that contribute to developing the legislation drafting and publishing system and enhancing access for users of the legislation website.
Report regularly and provide professional, timely and strategic advice to the Manager, Legislation Access on the work and performance of the team and related matters
- From time to time, assist the Legislative Editing and Parliament Team with legislation editing to meet demand in peak periods.

**Key challenges**
- Ensuring production deadlines and quality standards are met despite constantly changing and often competing priorities
- Balancing management of the team’s ‘core’ legislative work with high priority system-related project work
- Managing a professional, collaborative and cooperative working relationship and negotiating positively with the Manager, Legislation Access to ensure delivery of all the team’s work to meet deadlines and maintain high standards

- NSW legislation is drafted and published using structured FrameMaker + SGML/XML. Describe your experience with XML or other structured data formats. How would you approach identifying and resolving a problem where a specific piece of legislation is incorrectly rendered on the website due to a data integrity issue in its underlying XML or other structured source?
