The South Australian Skills Commission advises the Minister for Education, Training and Skills on a range of matters such as: strategies and priorities for workforce development; vocational education and training (VET) funding and quality; and the state's role as part of an integrated national system as defined by the South Australian Skills Act (the SAS Act) 2008.

The Manager, Quality and Risk is responsible for the strategic leadership and management of complaints handling, dispute resolution, and advocacy services as defined by the _SAS Act 2008_ within the SA Skills Commission. The role also manages the team that provides advisory, policy and research and data services to the South Australian Skills Commissioner (the Commissioner).

In addition, the Manager, Quality and Risk has responsibility for developing and upholding policies and procedures to support the functions of the Commission and has responsibility for delivery on the Commission’s Strategic Plan.

**Key capabilities**:
**Essential**: In-depth knowledge and understanding of national and state training sector legislation and policies including the SAS Act 2008, South Australian Skills Regulations 2021 and the South Australian Skills Standards, the Traineeship and Apprenticeship system and associated industrial relations dispute processes, the Vocational Education and Training (VET) Quality Framework and Education Services for Overseas Students Act 2000.; and knowledge of the Freedom of Information Act 1999 and Regulations.

**Desirable**: Knowledge and understanding of statutory office requirements, higher education, and immigration legislation as it relates to international students.

**To be successful you will need**:

- Proven experience in complaint handling processes including advocacy and dispute resolution to negotiate practical remedies while managing complex matters that require research, interpretation of legislation and the analysis of information.
- Proven ability to plan and organise work, both on an individual and team basis within a set timeline and in an environment of change and conflicting demands.
- Proven ability to gain cooperation and assistance from a range of people including other staff, key stakeholders, and government representatives to resolve complex matters relating to active complaints or disputes.
- Sound knowledge and understanding of probity, risk management and accountability in a government environment.
- Sound understanding of the present economic, industrial, legal, social, and cultural environments within South Australia and their impact upon the vocational education and training (VET), apprenticeships and traineeships, higher education, adult community education and education services for overseas students.

**Qualifications**:
**Desirable**: Qualifications in complaint handling dispute resolution, mediation, audit, and risk management.

**Special Conditions**:
The successful applicant is required to gain a Department for Human Services (DHS) working with children check (WWCC) prior to being employed which is required to be renewed every five years before expiry. The incumbent will be required to undertake RRHAN -EC (Responding to Risks of Harm, Abuse and Neglect - Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course which will be required to be updated every three years.
