**Description**:
Provide Infrastructure Procurement Specialist Services:
Support of Design and Construction activities through frameworks including
the Engineering Consultancy Scheme (ECS), Consultants for Engineering
Projects (CFEP) and Minor Infrastructure Contract (MIC).
**The role is required to**:
business outcomes while operating within the constraints of Whole of
Government and departmental procurement frameworks.
- Facilitate the assessment of procurement risk as an independent authority
in relation to strategic project procurement.
- Develop procurement strategies and documentation including procurement
plans.
- Review and refine specifications to ensure that the business requirements
are adequately defined.
- Develop tender documentation including evaluation plans in line with
defined requirements in consultation with key stakeholders.
- Developing and establishing Design and Construct panel arrangements
where required.
- Develop infrastructure contracts, agreeing essential components with key
stakeholders ensuring the needs and objectives of the department are
reflected in the contracts.
- Undertake negotiation planning and negotiation of high value and high-risk
infrastructure contracts.
- Maintain a good working knowledge of Queensland Procurement Policy,
Minor Infrastructure Contracts, Contract Law and other legislative issues
relating to infrastructure contracts.
- Ensure processes in support of tender and contract dealings are honest,
ethical and equitable in accordance with the probity standards.
- Develop, document and implement negotiation strategies in preparation for
contract negotiation where required and make recommendations on the use
of professional negotiators where appropriate.
- Administer the go to market and evaluation process on behalf of the
Customer ensuring probity requirements are met.
- Undertake contract management activities.
- Other duties as required, including Procurement activities within
Information Communication and Technology.
- The role may have monthly or quarterly Key Performance Indicators to
maintain.
- Current and varied experience across public and private sector is highly
desirable.
