Budget & Finance Division

The Budget and Finance Division plays a key role in the delivery of the State Budget, and monitors and helps to manage financial and operational performance by Departments. We also provide advice on departmental and agency reviews and provide Budget advice to Cabinet and Cabinet sub-committees.

The Budget and Finance Division brings together people with financial management, policy advice and program oversight skills to provide timely and high-quality budget and spending advice. We work to deliver value for money and improved outcomes for Victorians.

Portfolio Analysis Group

The Portfolio Analysis Group (PA) provides advice on resource allocation to the Treasurer on a range of issues. The Group is the first point of contact with DTF for all departments in relation to budget submissions, finance issues and performance reporting. PA provides expertise on policy and programs and monitors departmental performance - both financial and service delivery - and promotes sound financial management of the state's fiscal resources more broadly. PA provides advice to departments on financial management and undertakes financial analysis and reporting to support decision making.

**About the role**

**Analysis, Innovation and Improvement**
- Undertaking budget, policy and financial management analysis and advice on a variety of whole of government issues including departmental performance against outputs, efficiencies, budget and resource allocation. This could include funding of government services and programs, fiscal strategy, industrial relations and policy implementation;
and/or
- Assist with the authoring, planning and coordination of briefings and other financial and policy inputs to decision making for a range of publications, budget documents and financial reports; and
- Contribute to the critical and constructive challenging of processes and identify opportunities for improvement, innovation and knowledge management across Portfolio Analysis, the Division and the Department.

**Teamwork and Stakeholders**
- Performance of specific tasks to the required quality. This will include working with direct team members or other teams across PA, the Division and the Department to deliver work priorities to meet strict deadlines;
- Working collaboratively with key stakeholders both internal and external to support and contribute to Departmental goals, demonstrate organisational values and behaviours;
- Contributing to the maintenance of a positive and healthy team culture and maintain a commitment to personal and professional development; and
- Delivering outcomes in a responsive manner to assist the completion of urgent and/or complex tasks, within a team and/or reporting to a Senior Analyst/ Team Manager.

**About you**

To be considered for the role, you must be able to demonstrate:

- A demonstratable commitment and motivation to work in the public sector.
- Demonstrated experience at being able to clearly and concisely present written information and data to highlight high quality options or alternatives and recommendations for decision makers including good computer literacy skills particularly with Microsoft Excel, PowerPoint and Word.
- Proven teamwork skills with the ability to deliver assigned team priorities and maintain performance standards whilst supporting a positive and health team culture.
- An understanding of government decision making processes including budget processes and some understanding of DTF's role in these processes.
- Experience in building and maintaining productive and positive relationships with key internal and external stakeholders, including an ability to understand the environment that you are communicating in and the ability to work closely with others in an effective and efficient manner.

Experience and qualifications
- The development of policy options, demonstrating an understanding of the direct and indirect impacts of various courses of action on resource allocation and other areas of business;
and/or,
- The analysis of budget and financial management issues, including monitoring and assessment of consolidated financial performance, evaluatio
