**Who we are**

People Division, led by the Chief People Officer (CPO), provides human resources (HR) functions for the Department of Climate Change, Energy, the Environment and Water (the department) with a clear focus on the department’s most valued asset: its staff. Alongside contemporary HR functions, projects and strategies People Division is also responsible for:

- Enhancing the department’s focus on safety.
- Enterprise bargaining.
- Cultural and change management.
- The department’s response to Australian Public Service (APS) reforms.

Professional, Ethical Standards and Security Branch (PESS) deliver integrity and security services across the department. Professional and Ethical Standards (PES) are the expert advisors on ethical conduct and accountability and promote, educate and empower our people to adopt a pro-integrity culture through capability development, advice and support. PESS Branch also delivers protective security assurance through delivery of personnel security, information security, and security capability policy, risk management, engagement and service delivery programs to uplift security culture, maturity and capability.

The Personnel, Information and Capability Security Section:

- Provides assurance in the eligibility and suitability of personnel to access government resources.
- Manages the department’s information security policy, advice and engagement program to ensure official information assets are appropriately protected.
- Delivers the department’s security training, communications and engagement programs to uplift security maturity, resilience and culture, including delivery of the department's countering foreign interference and insider threat management programs.

The section is recruiting an APS4 Advisor within the department’s Personnel Security program. This is an exciting opportunity to take a key role in delivering a wide range of personnel security services and operations through the employment life cycle, including pre-employment and ongoing eligibility and suitability assessment, security clearances, and exit management.

**The Job**

As an APS4 Advisor within the Personnel Security team, your responsibilities will include:

- Provide support to the management of the department’s personnel security program, contributing to the delivery of services across a large workforce to facilitate and manage security clearance and ongoing suitability processes.
- Contribute to the engagement with the Australian Government Security Vetting Agency (AGSVA) on security clearance case management, risk management and stakeholder engagement.
- Provide support to the Senior Personnel Security team to shape ongoing suitability risk management assessments and processes.
- Contribute to team capabilities inclusive of security programs, policies, guidelines, frameworks, operating procedures, and engagement programs to promote a positive security culture in the department.
- Adhere to documentation procedures and engage with supervisor where feedback and guidance is required.
- Demonstrate initiative and responsiveness to changes in requirements, departmental needs and expectations.

**Knowledge and Experience**
- Personnel or protective security programs.
- Contributing to engagement with the AGSVA, or knowledge and experience of AGSVA processes and systems.
- Providing support with competing priorities and outcomes in a high-volume service delivery environment.

**Skills and Capabilities**
- Demonstrated ability to support the delivery of personnel security services, including responsiveness to prioritising high-volume workloads across the team to meet stakeholder requirements.
- Demonstrated ability to develop and maintain stakeholder engagement across the department, government and team members.
- Capability to support the drive for a positive workplace culture and deliver program outcomes.
- Ability to take responsibility for managing work projects to achieve results.
- Ability to communicate clearly, negotiate confidentiality, seek to understand audience and tailor communication style accordingly.
- Manage sensitive information with discretion and confidentiality.

**Eligibility**

**Citizenship -** To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

**Security Clearance -** This position requires a **Negative Vetting Level 1**security clearance. You will be required to obtain and maintain a clearance at this level.

**Pre-employment Check -**Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s)
