Open Arms is Australia’s leading provider of mental health services for current and former Australian Defence Force (ADF) members and their families. The newly established Clinical Governance Branch in Open Arms is seeking an experienced clinician to join the team as an APS 6 Clinical Information Services Officer, as part of the Information Releases Team. This team takes carriage of processing all Open Arms legal notices including Freedom of Information (FOI) and subpoena requests, and APP12 Releases of Information (ROI) to Open Arms clients. This team delivers high quality services and support to Open Arms with responding to requests for information, escalations and liaison activities across Open Arms, the broader Department and the Ministers Office.
This role involves clinical risk assessment of client files and providing support to the team in the clinical clearances and supported release of client information. The position requires high attention to detail in the reviewing, collating and releasing of complex and sensitive client content, managing competing priorities to enable timely, effective and coordinated responses to all Information Releases while exercising sound clinical, professional and ethical judgement.
The occupant of this position will work closely with all members of the Clinical Policy and Governance section and may be required to undertake duties to support other similar functions within the team. The occupant will have a strong background and experience in working within mental health setting and ideally have experience in managing the release of sensitive information.
**Duties**
- Work closely with the Assistant Director in supporting the clinical assessment and clearances for releasing information as part of the broader Open Arms Division;
- Provide strong leadership to the team, including supervision, mentoring and coaching for direct reports, to effectively manage performance and encourage professional growth;
- Provide strategic information and advice to the Assistant Director, Information Releases on emerging issues and escalate as required;
- Liaise with internal and external stakeholders in relation to clinical and legal information and advice to inform decision making and escalations while assessing and managing clinical risk;
- Coordinate the acquisition of legal advice in relation to clinical services and ensuring that high-risk cases are referred in accordance with business processes in a timely and efficient manner;
- Support ongoing clinical and organisational quality improvement activities;
- Contribute to the development of clinical program policy advice and procedures;
- Manage and support of staff working in complex work environments; and
- Support an environment that encourages a willingness to adopt participative work place practices in line with policies of WHS, Workplace Diversity and the Australian Public Service values, Employment Principles and the APS Code of Conduct.
**Eligibility**
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
- All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
**Mandatory Qualifications and Experience**
One or more of the following:
- Qualifications as an AHPRA registered Psychologist / Mental Health Occupational Therapist / Mental Health Registered Nurse with full AHPRA registration, **OR**:
- Counsellor or Nurse with minimum three years mental health experience, **OR**:
- Minimum of three years’ experience working in mental health settings
**Notes**
Where a non-ongoing position is offered, the role will be filled for an initial specified term of up to18 months.
A merit pool of suitable applicants may be created which may be used to fill future ongoing and non-ongoing vacancies should they become available over the next 18 months.
