Purpose of specific work area and position

The State Operational Coordination Branch has a broad role across Queensland Fire and Emergency Services (QFES) emergency management operations and ensures that the department maintains a state of operational readiness to fulfil its responsibilities, as described in the Disaster Management Act 2003, Fire and Emergency Services Act 1990 and the State Disaster Management Plan. The Branch is responsible for statewide monitoring and reporting on all disaster and emergency related issues impacting, or potentially impacting, Queensland.

The Emergency Management Planning Capability provides enhanced planning and statewide Situational Awareness to the SDCC in accordance with the QDMA. The Planning Capability undertakes directed and pro-active planning tasks such as creating high level operational plans in response to disaster preparedness and situational awareness. Additional planning tasks are delivered through the provision of Geographic Information System (GIS) tools, maps and briefs contributing to the readiness of the Center.

Reporting to the Manager, Emergency Management Planning, you will be responsible for providing support to staff,volunteers and all levels within the Queensland Disaster Management Arrangements across all four phases of disaster events: prevention, preparedness, response and recovery by:

- the development of Situational Awareness products within the State Operations Center and the State Disaster Coordination Center (SDCC)
- the development and maintenance of state level operational plans
- Participating in the planning capability within the SDCC during disaster and emergency response events.

We are seeking Expressions of Interest from QFES Fire and Rescue Service (FRS) operational officers in conjunction with the current generic Station Officer role description. (see additional information below).

Highly desirable requirements
- Demonstrated ability to communicate effectively with a wide range of stakeholders and undertake projects to achieve quality outcomes.
- Geospatial Information Systems experience and/or qualifications.
- Disaster Operations experience and/or qualifications.

Primary duties

In addition to the generic Station Officer, Fire and Rescue Service role description, the purpose of this role includes but is not limited to:

- Assist in the development, implementation and evaluation of relevant disaster management data, systems and platforms to enhance the effectiveness of prevention, preparedness, response and recovery.
- Contribute to the needs identification, development, use and evaluation of Situation Awareness tools and products contributing to overall statewide situational awareness.
- Assist in the development and maintenance of the planning capability to contribute toward the development of specific disaster operations plans, if requested during activation's.
- Develop and implement best practice strategies, directions and objectives for enhancing services and monitoring outcomes against performance targets within the unit.
- Contribute to the management of communication within the workplace and liaison between QFES regions, other emergency services, other agencies and the community contributing to the development and review of SDCC planning capability products.
- Develop strong relationships with internal and external stakeholders to ensure stakeholder requirements are met and agency objectives are achieved.
- Identify, research and monitor trends and issues to contribute to quality decision making relevant to the unit.

Additional information
- Hold the rank of substantive Station Officer, however Leading Firefighters are encouraged to apply.
- Incumbent's will be required to travel and work within the area of responsibility and may also be required to undertake intrastate and interstate travel as required.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Have proven commitment to maintaining competencies and operating in a team environment and will actively participate in an On-Call' roster system during activation's.
