About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of role
Information Communication and Technology (ICT) Portfolio Management is responsible for leading and managing the provision of the systematic management of QFES ICT investments, governance, portfolio, projects, and assurance activities to support QFES operations and organisational capability. The ICT Engagement and Partnership unit manages the engagement with key internal stakeholders, as well as ICT service partners to determine approaches to accessing services and solutions to ICT and business problems. The unit is also responsible for monitoring programs of work to ensure reliable, high quality and contemporary ICT products and solutions meets the requirements and expectations of operational and business units within defined contractual arrangements and agreements.
Reporting to the Director, ICT Portfolio Management, you will be responsible leading and managing the functions of the unit within the appropriate financial and human resources delegations, with a focus on driving stakeholder engagement and partnership relationship strategies and frameworks to plan and implement end-to-end ICT solutions and service delivery. You will work closely with QFES stakeholders and service delivery partners to determine strategic ICT business needs and issues, and broker relationships with procurement and service delivery partners to determine appropriate approaches and pathways to take advantage of ICT solutions and service opportunities to meet QFES business demands and future priorities.

Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage the development and implementation of ICT procurement sourcing and contract management strategies to ensure successful delivery of services that meet operational and business needs.
- Identify and investigate potential business improvement and strategic planning opportunities through understanding client requirements, business processes and individual operational needs to determine approaches and access to services and solutions to ICT problems.
- Provide strategic advice and guidance to senior management in relation to the progress and performance of ICT service provider contracts and product lifecycle management initiatives.
- Perform business analysis and collaborate with the architecture design team on solution definition, service design and cost estimates to ensure new business and pipeline management processes meet organisational requirements.
- Develop, review and monitor Service Level Agreements and Key Performance Indicators to ensure customer expectations are being met and service delivery partners are delivering ICT solutions and services as agreed.
- Build and maintain effective working relationships with key internal and external stakeholders to ensure expectations are met, and identification of possible risks and issues are dealt with in a timely and professional manner.
- Manage and prepare complex briefs, reports and submissions and respond to a range of correspondence and enquiries relating to ICT solutions and contracts arrangements, in accordance with departmental requirements.
- Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
