**The Role**

Under the implementation of the Future Maritime Sustainment Model in New South Wales we have two positions available at the EL1 level within the newly established Regional Maintenance Centre
- East (RMC E) team. The RMC-E, along with the Regional Maintenance Provider - East (RMP-E) contractor, will be part of an integrated Commonwealth and Industry workforce that will plan, manage and deliver maintenance on Navy’s surface fleet based at Garden Island, Sydney.
The positions are:
**EL 1 - Business Manager**
As a guide, the EL 1 Business Manager will lead a team within the RMC-E to:
- Provide timely and accurate human resource advice.
- Undertake recruitment activities.
- Budget management and planning.
- Security and facilities operations and planning; and
- ICT, records management, and website functions.
Occupants of this role will need to demonstrate:
- Strong verbal and written communication skills.
- The ability to work collaboratively, establishing and maintaining constructive relationships with a broad range of stakeholders.
- The ability to work interdependently with other NSSG and Defence functions in order to achieve effective and efficient delivery of business outcomes.
**EL 1 - Contract Manager**
The Contract Manager is a key member of the RMC-E team and taking guidance from the EL2 Commercial Director will lead contracting support for the delivery of all RMC-E contractual services that contribute to the maintenance of the Royal Australian Navy vessels based at Garden Island.
They will be accountable under limited direction to perform complex strategic sourcing and contract management tasks. The Contract Manager’s knowledge and understanding of legislative frameworks, government decision-making and Defence’s mission and policy requirements will be important for success in this role.
In this role you will lead a small team to deliver outcomes. You will manage and provide clear direction, assistance and services relating to procurement policy issues and commercial, legal, financial investigation, technical and other requirements as applicable in order to support contract management outcomes.
You will be encouraged to maintain ongoing self-improvement initiatives and professional development. You will also be expected to work collaboratively as a team leader and lead in key areas to develop core skills within the team.
You will provide commercial, cost and price analysis in support of complex procurement activities. You will provide leadership and support in conducting financial analysis as it relates to the evaluation of costing and pricing proposals.
You will develop and support negotiation of commercial outcomes, which achieve value for money for the Commonwealth.
You will develop and foster productive working relationships with project leads and customers to develop commercial, costing and pricing strategies which are fit for purpose, achieve value for money and are consistent with the Commonwealth Procurement Framework and Defence policies.
**About our Team**
In response to the Australian Government developing a nationwide naval shipbuilding enterprise the Future Maritime Sustainment Model is being implemented to realise Plan Galileo; National Shipbuilding and Sustainment Group’s national, long term approach to sustainment of the naval fleet. The Regional Maintenance Centre - East is located in Sydney NSW and will provide capability support to the Royal Australian Navy from the Garden Island Defence Precinct (GIDP), a growing hub of activity that is going to be pivotal to Australia’s sovereign Naval capability well into the future.
The focus of this organisation will be on enhanced collaboration, co-ordination, workforce development and expansion to build the capability and capacity needed to meet increasing ship maintenance demands. In addition to being involved in building and sustaining Australia’s naval fleet, you will also have access to attractive working conditions as an Australian Public Servant in Defence.
