The Department of Justice and Community Safety (the department) is seeking a Manager, Children and Youth to provide a critical role at Justice Health in the Corrections and Justice Services.
About the Business Unit
Justice Health is the business unit of the Department of Justice and Community Safety (DJCS) responsible for health, mental health and alcohol and other drug (AOD) services in Victoria's prisons and Youth Justice centres. Justice Health sets the standards for the delivery of these services, monitors service delivery, and manages contracts with service providers for public prisons and Youth Justice.
Justice Health works in collaboration with the other DJCS divisions such as Corrections Victoria and Youth Justice, as well as the Victorian Department of Health to fulfil these functions. This collaboration helps to ensure that young people in custody are effectively transitioned to the community, and that health and mental health services are provided to young people on community-based orders or parole.
About the Role
The Manager, Children and Youth, has responsibility for the leadership and management of a team with responsibilities for service design and the development of policies, projects and guidelines in the areas of health, mental health, and AOD programs in the Youth Justice system. The team has health service performance oversight responsibilities for Primary Health, Forensic Mental Health and AOD services across the youth justice system. The team also has responsibility for promoting continuous improvement in service and quality in these areas to ensure best practice is maintained, as well as identifying emerging issues and solutions to ensure responsivity to strategic, operational and service demands. The Manager, Children and Youth, will provide strategic and clinical advice to Justice Health, Youth Justice, service providers and stakeholders, and will provide high level leadership, management and coordination activities designed to support and advance quality, safety and risk management.

**Some of your duties will include**:

- Provide direction and management in the oversight and monitoring of health, mental health and AOD Programs across the Youth Justice system
- Ensure services are evidence based, informed by ongoing monitoring and evaluation, address high level government commitments, strategies, policy, stakeholder and operational priorities, and are tailored to the complex needs of young people in both custodial and community settings ensuring effective transition from custody
- Identify and manage emerging issues and resolve complex and sensitive issues to ensure health, mental health and AOD services delivered to young people are integrated with other services, responsive to specific cohorts, and, tailored to the complexity of the environment.

About you

**To be successful in this role, you will have**:

- Demonstrated leadership and management experience in health, mental health, AOD and/or similar program systems
- Demonstrated understanding and awareness of the key issues impacting health, mental health, and AOD Programs service delivery to young people and vulnerable cohorts
- Demonstrated ability and experience in the monitoring of health service provision and the development and management of programs, policies and/or projects aimed at continuous improvement in health, mental health, AOD and/or similar program settings
- Demonstrated ability to provide expert clinical advice within a challenging and complex health environment.
- Knowledge of the Victorian health, mental health and/or AOD systems and the interface with other relevant service systems is highly desired.

**Qualifications**:

- A relevant qualification in health or social sciences is desirable
- Post graduate management qualifications are desirable.
