Main Purpose:
The Assistant Terminal Manager supports the Senior Terminal Manager to manage and execute the delivery of safe and efficient operations of the Kwinana Fuel Facility, in a cost effective and incident free manner, ensuring compliance with all statutory requirements and Puma Standards.

Including, but not limited to management of stock and blending operations, manage third party stock and agreements, control operational and capital project costs, manage vessel loading and unloading operations, maintain product quality and availability, maintain relationships with key external stakeholders.

Provide leadership to the team and business unit, including motivation, training and development opportunities to direct report(s). Ensure the Terminal operates to the highest Puma Standards of Safety, Quality and Customer satisfaction. This includes the maintenance of Level 3 SAPS compliance.

KEY RESPONSIBILITIES

Terminal Operations

Support the Terminal Manager to manage operations of the facility to ensure safe and reliable operation. This will include the following:

- Coordinate the daily production scheduling to suit the customer forecasting and orders.
- Monitor stock measurement and supply situation, and advise stakeholders of supply or quality issues, in particular potential customer impacts.
- Coordinate the efficient and safe discharge of products from ships with the shore officers on duty, minimising demurrage due to the facility.
- Hold wharf attendant and shore officer accreditation to be able to perform shore officer duties.
- Minimise the impact of equipment breakdowns by quickly trouble-shooting problems and implementing effective solutions and planning for likely breakdown scenarios.
- Support the reliable operation of the site distributed control system and automated gantry loading systems to ensure safe, efficient plant operation, including technical support and diagnosis of system faults to minimise downtime.
- Ensure safe and efficient blending operations to meet Puma and customer expectations.
- Implementing preventative maintenance programmes for terminal (TAG)
- Manage the quality of product stored and distributed by the Terminal to ensure it complies with the Puma and Australian Standards for Fuel
- Development and implementation of effective processes, systems, procedures and training to support continuity and efficiency in operations and sales activities for the Terminal.
- Support the management of operations expenditure and monthly scorecard reporting.
- Establish and maintain Puma Standards, notably SAPS requirements and Operational Excellence programs.
- Manage the relationship between any joint venture or third-party agreements.
- Maintain strong relationships with Customers and Internal stakeholders (Sales, Supply and Customer Service) to communicate supply issues.

Work Health & Safety

Ensure compliance with all statutory requirements with respect to health, safety and the environment. This will include the following:

- Assist the Terminal to achieve and maintain SAPS compliance to minimum level 3.
- Accepting personal responsibility for their own safety and for preventing incidents.
- Inspect workplaces to identify potential hazards.
- Report all hazards to your supervisor.
- Immediately report all injuries to your supervisor
- Know and fulfill the International and Australian Safety Policies
- Follow all procedures and observe critical safety practices at all times.
- Proactive management of health, safety and environment issues.
- Full use of HSE reporting system to monitor, control and investigate incidents.
- Ensure systems in place to meet Environmental licence requirements.
- Ensure site holds current licences and that licence conditions are met.
- Support the maintenance of Terminal emergency response preparedness specifically to meet the requirements of Element 7 - Emergency Response Plans.
- Support the provision of emergency response capability for the Terminal including Drills with Emergency Services, and participation in local oil industry emergency response plans.
- Support the Terminal manager to initiate an immediate (within 12 hours) investigation of all severe or High Potential Incidents. The Terminal Manager is required to participate in the investigation and ensure documentation records the participation. SAPS S 1.5.2
- Support the arrangement and delivery of at least one major safety meeting for the year which includes as many of the site personnel as possible. The Safety Meeting should be a platform for promoting HSE and for communicating HSE performance and compliance standards. SAPS S1.5.1.1
- Facilitate the efficient implementation of the SAPS System for the site as the SAPS Implementation Coordinator. SAPS Element 1.2.2.1

Maintenance
- Support the Maintenance Coordinator with the delivery of maintenance activities for the Terminal, including support the maintenance work management process.
