**Division Responsibilities**
The Independent Health and Aged Care Pricing Authority (IHACPA) was established under
the National Health Reform Act 2011(NHR Act) to improve health outcomes for all
Australians. Its primary responsibility has been to enable the implementation of national
activity-based funding of public hospital services through the annual determination of the
national efficient price (NEP) and national efficient cost (NEC). These determinations play a
crucial role in calculating the Commonwealth funding contribution to Australian public
hospital services and offer a benchmark for the efficient cost of providing those services as
outlined in the National Health Reform Agreement.
**Branch Responsibilities**
The Information Infrastructure Section is responsible for the management of IHACPA’s
secure data management system, which includes a Citrix virtual desktop environment with
collection of hospital data from state and territory health agencies.
**Section Responsibilities**
The secure environment is provided as services to IHACPA by an external provider. The
section oversees the provision of services to IHACPA by the external provider and ensures
security of the environment through the identification and mitigation of cybersecurity risks.
The section also provides support across IHACPA on IT-related projects. The section is not
responsible for the physical IT assets, such as laptops and monitors, nor the associated
Government Department of Health and Aged Care.
**Key Responsibilities**
Responsibilities of the role include but are not limited to:
- Primary point of contact for IHACPA’s managed service provider for cloud computing.
This includes but is not limited to:
- Contract management
- Project management of Infrastructure projects
- Managing change requests
- Liaising with technical and non-technical teams in solution delivery
- Assurance of data security protocols, procedures, and processes
- Liaison with key internal and external stakeholders with direct responsibility to manage
IT security and support contracts
- Provision of immediate IT support to IHACPA staff for IHACPA-owned assets and assets
managed by IHACPA
- Ongoing management and reporting of IT audit processes Management of the delivery
of IHACPA IT projects, including:
- Providing a point of liaison between IT contractors, IHACPA stakeholders, and
other concerned parties
- Requirement’s definition, clarification, tracking and management
- Stakeholder communication and management throughout all aspects of the
software development lifecycle
- Project management including clarifying changing priorities and objectives,
ensuring optimal delivery for IHACPA.
- Assisting in the preparation, clarification and undertaking of testing, validation,
refinement, and improvement activities
- Provide input, advice and recommendations to the Director of Infrastructure on matters
relating to:
- Process improvement
- Improvements to culture and training on IT and data security at IHACPA
- Any other improvement concerning IHACPA’s IT infrastructure, its assets, and
stakeholders Governance and assurance
**Key Capabilities**
To be successful in the role in addition to contributing to the objectives of the infrastructure
team, the Project Support Officer is expected to have the following capabilities:
- Proven work experience as a Project Management Officer or similar role within a
medium/ large organisation.
- Strong leadership skills.
- Good written and verbal communication skills, in particular the ability to write clearly
and concisely about complex matters, including to general audiences on technical
- Strong attention to details and technicalities.
