The Enterprise Transformation Group (ETG), made up of the Chief Information Officer Division (CIOD) and the Enterprise Strategy and Transformation Division (ESTD), has been established to drive the AEC’s transformation agenda, and to deliver the Election Systems Modernisation Program (Indigo Program) on behalf of the Agency.

**The Team**

The Indigo Delivery Branch in CIOD is responsible for delivery of the Indigo Program, a multi-million-dollar ICT modernisation program that will be delivering the core capability uplifts to support the AEC as it continues to deliver elections into the future.

**The Opportunities**

The Indigo Delivery Branch is looking for experienced and proactive professionals to lead and manage the Tranche 1 Delivery Section, the Tranche 2 Delivery (Agile Team) Section and the Tranche 2 Delivery (System Section).

The Delivery Directors work alongside other indigo leadership team members to successfully support the efficient execution of Tranche 1 of the Program, including the agile delivery of projects to time, cost, quality, and scope. These are senior leadership positions within the Branch, reporting directly to the Assistant Commissioner, and delivering critical ICT solutions to support key AEC activities such as the Temporary Election Workforce Capability Project.

The roles require individuals with strong project and/or program management experience and demonstrated evidence of successful delivery of large ICT transformation programs, ideally in the Australian Government context. These individuals will shape and take responsibility for managing Tranche 1 deliverables of the Program alongside a dedicated and skilled leadership team that spans across different functions from strategy, enablement, change and assurance.

In conjunction with the Indigo leadership team, Delivery Directors will oversee the work output and provide strategic leadership to agile delivery teams (multi-disciplinary teams) which will comprise roles such as Project and Product Managers, Business Analysts, Change Managers and Subject Matter Experts. Delivery Directors are required to foster a collaborative and innovative working environment and proactively manage dependencies, overcome obstacles, and achieve the best value against constraints.

Delivery Directors are accountable for people and contract management, ensuring that contract terms are adhered to, and work is completed within agreed timeframes and budgetary parameters. The Delivery Directors are also responsible for managing key relationships with stakeholders to facilitate successful delivery of the Program.

To excel you’ll have:

- Demonstrated experience in building and leading high-performing teams to deliver complex work of strategic and operational significance.
- Demonstrated experience working under limited direction to manage and deliver large ICT transformation programs/projects.
- Demonstrated experience in executing agile program/project management to deliver against objectives and contribute to quality management and continuous improvement.
- Ability to identify and analyse program delivery risk and use professional judgement to develop and execute mitigation strategies and controls.
- Ability to achieve results in a fast-paced, high-pressure environment and within legislative and policy frameworks.
- Ability to develop and manage relationships with a broad range of stakeholders and communicate with influence to engage strategically through change, resolve conflict and manage sensitivities.
- Ability to manage corporate functions such as budgets, procurement, contracts, and human resources at a program/project level.
