**About the Role**

The Contracts Manager Service Operations is responsible for contracts management related to contractual access arrangements, including monitoring the Operator’s compliance and performance against their contractual obligations. Additionally, the role is responsible for establishing the compliance framework and practice alignment with DTP and project specific activities.

The Contracts Manager Service Operations reports to the Senior Commercial Manager. Working as part of the Commercial and Financial workstream in the FPTT program, this role is responsible for ensuring the overall readiness of DTP to deliver the new ticketing solution in Victoria. This includes ensuring that DTP and the service contractor are delivering to project milestones, facilitating communications between the service providers and key stakeholders, and overseeing the on-time implementation and delivery of the ticketing solution.

**Position Outcomes**
- Undertook contracts management related to the contractual access arrangements, including the document review and approval process, incorporation of review processes and documentation of changes.
- Developed the compliance framework to document all compliance requirements, including contractual, legislative, regulatory, policy, and all relevant standards. - Monitored the Contractor against the compliance framework, including performance, percentage completion, delivery against obligations, and benefits management.- Managed any non-compliance, including mitigating approaches where required.
- Overseen the implementation and deployment of a program agreement management and dispute resolution framework.
- Maintained up-to-date, accurate, and complete document storage/records related to the access arrangements and all commercial/compliance activities including the development and distribution of documentation to support contract managers
- Established appropriate commercial evaluation models to analyse Contractor performance related to the access and operator agreements.
- Managed risk and issues regarding DTP and Contractor performance against the compliance framework and their obligations under the PSSA, legislation, and regulation, including escalated risks and issues when required.
- Provided compliance reporting to senior stakeholders and governance groups.

**Qualifications and role specific requirements**
**Mandatory**:

- Experience in overseeing contract management activities, preferably in a technology and/or project environment.
- Experience in developing compliance frameworks and monitoring contractor compliance activities for major public projects.

**Desirable**:

- A relevant tertiary qualification is highly regarded.
