**Who we are**
The Environmental Permitting and Compliance Division is looking for people who are committed and passionate about protecting our environment through ensuring compliance and enforcement with Australia’s national environmental laws. It is an exciting time to join the Division within the Department of Climate Change, Energy, the Environment and Water. The government has announced that it will establish a national environment protection agency, Environment Protection Australia (EPA) to provide assurance and trust in the enforcement of national environmental laws. It is expected that the work of the division will transition to the independent EPA in the period ahead.

Compliance and Enforcement Branch provides a centralised compliance and enforcement capability for the Department’s environmental legislation. We work with business, industry, government and the community to understand and improve compliance with national environmental law. The branch conducts civil and criminal investigations, collects and analyses environmental intelligence, monitors compliance with environmental approvals, and engages with the community we regulate.

The Environment Intelligence Section comprises three specialised teams: the Operations Support team, the Threat Discovery team and the Strategic Intelligence team. The Operations Support and Threat Discovery teams proactively undertake intelligence activities to discover, understand and respond to current and emerging matters of organised environmental crime and serious non-compliance, including the ability to connect the department to intelligence through collaboration and information sharing. The Strategic Intelligence team provides insightful and robust analysis of current and emerging themes, trends and issues to provide insights and influence decision making.

**The Job**
- Direction and planning for the Strategic Intelligence team.
- Deliver the objectives of the Strategic Intelligence Forward Work Plan.
- Supervise and guide a small team producing a range of strategic intelligence products on environmental compliance and enforcement issues.
- Drive the ongoing development of the strategic intelligence capability.
- Work with stakeholders within the branch and the broader department to assist them in understand the purpose and value of intelligence and to articulate their intelligence needs.
- Drive data and other information management process improvements within the branch and the broader department where appropriate.
- Work with stakeholders at the Commonwealth, state and international levels to share regulatory intelligence practices and enhance information sharing.

**Knowledge and experience**
- Strong leadership, direction and management, including monitoring, reviewing, and evaluating team and individual performance providing regular constructive feedback to achieve outcomes.
- Demonstrated high-level understanding of intelligence processes, systems and standards.
- Demonstrated experience in contextualising intelligence work within a broader strategic response.
- Demonstrated ability to develop and maintain effective relationships and collaborate to achieve intelligence or organisational outcomes.
- High level communication, conflict management, and negotiation skills to deliver organisational objectives.
- Demonstrated experience writing high-quality intelligence assessments and products.

**Skills and capabilities**
- Strong strategic thinking and risk-based decision making.
- Highly developed written and oral communication skills with the ability to communicate with a variety of audiences, including the senior executive.
- The ability to exercise good judgment and self-awareness, and work autonomously work under limited direction, to effectively prioritise and manage competing tasks.
- The ability to work both independently and as part of a team and cultivate and maintain positive working relationships with a diverse range of stakeholders including internal and external to the department.
- Strong leadership and planning skills, and the ability to deliver long-term pieces of work.
- Well-developed intelligence analysis skills.

**Eligibility and other requirements**
**Citizenship** - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

**Security Clearance** - This position requires a **Negative Vetting Level 1** security clearance. You will be required to obtain and maintain a clearance at this level.
