
Manager, Budget and Fiscal Management

**You will be responsible for**: - Manage the development of the department's budgets, including the commercialised business units and shared service providers, through the establishment and implementation of sound budget processes and provision of expert quality advice to senior management. Coordinate and manage the input of budget data in the various modules of the Queensland Treasury's financial management budget system for all separate entities within the department, and specifically manage the budget data including eliminations for both the Departmental and Reporting Entities. Manage the cash requirements for the department through the Queensland Treasury's financial system. Co-ordinate and review annual and adhoc information requests including negotiating and liaising with Queensland Treasury and other external stakeholders and provide budget and fiscal advice as required. Provide expert advice, information and recommendations on new departmental funding initiatives from a financial perspective and input into the Treasury budget portal. Take a lead role in the coordination of the Service Delivery Statements (SDS), related budget papers and briefing notes, including consolidation and review of the Departmental and Reporting Entities and the financial content in the annual estimates briefing notes. Establish and refine internal budget and reporting processes and controls to improve the timeliness, consistency and accuracy of information. Supervise, appraise and monitor performance of staff and provide leadership to ensure the development of staff to optimise operational effectiveness.

- Well-developed skills in the area of planning, managing resources, budget preparation and management, objective setting and monitoring, and management of complex initiatives with competing priorities. Demonstrated knowledge of legislation and policies relating to financial, administrative and other corporate and operational issues
- Highly developed communication and interpersonal skills, including the ability to negotiate, resolve conflict, and positively influence and motivate others in an environment of significant reform and change. Demonstrated public service professionalism, probity and integrity; and engage in continuous improvement of work practices, systems and processes. Ability to facilitate effective communication channels to promote the successful adoption of change within the business, and foster relationships through lessons learned, feedback mechanisms and management of expectations.
- Due to recent machinery of government changes, this position will support the newly formed Department of Customer Services, Open Data and Small and Family Business (DCSODSFB). This position will be advertised under the former Department of Energy and Climate while establishment changes are finalised*
