We have an exciting opportunity for an experienced Property Portfolio Manager to join us at NSW Telco Authority in this vital role of Manager, Property & Colocations.

You will lead and manage the strategic development and ongoing management of the Telco Authority’s property portfolio to ensure the portfolio meets current and emerging requirements in line with NSW Government strategic objectives.

Utilising your leadership experience you will lead and manage the property team in the management of leases and agreements and the delivery of BAU and major projects to build team capabilities and performance and support the acquisition, development, maintenance, security and operation of access rights and/or telecommunications infrastructure.

Key to your role is to provide expert, strategic advice and recommendations on leasing and licensing matters and ad hoc policy review in relation to property matters affecting or likely to affect the NSW Telco Authority, including IPART reviews, to inform evidence-based decision making.

**Key Accountabilities**:

- Monitor, review and evaluate site tenure and access rights to effectively manage and mitigate potential risks and ensure suitability and alignment with business needs.
- Lead the design, implementation and enhancement of frameworks and processes to manage property contracts, delivering a consistent and structured approach to contractual agreements, governance, benefits, risk mitigation and reporting.
- Manage and oversee the performance of the business unit's associated rental budgets to meet infrastructure and compliance requirements.
- Lead and collaborate across the organisation and with external stakeholders, including managing third-party colocation requests on NSW Telco Authority infrastructure, and maintain and preserve network operational and security requirements, to deliver specific property outcomes for the NSW Telco Authority
- Develop, build and maintain property relationships with key land and infrastructure stakeholders through effective communication, negotiation and issues management to foster collaboration and leverage expertise across the property portfolio.
- Provide project management expertise and advice, and contribute to the design and development of specialised projects as required, to support effective project delivery in line with established plans, budgets, timeframes, policy objectives and other business priorities.
- Build and maintaining positive and productive external relationships with key land and infrastructure owners to ensure ongoing provision of access rights for the NSW Telco Authority.
- Establish robust, evidence-driven governance and risk management practices which provide highly targeted, consistent, proportionate, transparent and accountable activities in an evolving and complex policy environment.
- Keep abreast of innovative and best practice property management and leasing practices to provide consistent and timely advice across a diverse and challenging stakeholder base.

**To be successful in this role you will demonstrate**:

- Telecommunication and/or emergency management experience within a similar role
- Experienced in managing teams, working in operational or response environments and can motivate staff in complex and often changing environments.
- Strong communication skills with the ability to foster effective relationships with stakeholders at all levels.
- Proven ability in managing conflicting priorities and a strong negotiator with the ability to influence outcomes

Salary Grade 11/12, with the base salary for this role starting at $131,094 base plus superannuation
