The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch**:
The Technology Operations & Support (TOS) Branch is responsible for the operational support and maintenance of the Department’s ICT infrastructure and software platforms that underpin Home Affairs technology services. This includes 24/7 support of visa processing, risk analysis and alert systems, corporate systems and the Department’s classified systems. The Branch consists of the following sections:
- Foundation services - automation, integration and management of storage operations and data protection services, Secure gateway and network services, windows and Linux operating system integration, and data centre services platform services - database, middleware, integration & mainframe services
- Cloud engineering - secure cloud deployments, hosting and operations; support DevOps capabilities
- Delivery Management Office - provides enabling services (organisational change management, business analysis) and supporting services (financial analysis, capitalisation, and reconciliation), Technology Operations Centre and Security Patch Management and overseeing ICT patch cycles or ICT operation services to contribute to major releases and Vendor Technical Assurance with a focus on relationship management, risk management and assurance of vendor recommendations.
- Program Management Office - provides program and project management services for the Department’s Capital Investment Program and Technology Enabling program. The office also manages the ‘Senior Supplier’ infrastructure components for external TOS Branch projects or initiatives being managed by other branches within the Department.
**About the role**:
As a key member of the Branch, you will lead the delivery of program, project or operational infrastructure services. The Delivery Manager will be responsible for leading the engagement with stakeholders both within the Branch and Division and with key business areas to contribute to a number of functions within a section or across the Branch. The Delivery Manager will lead a small team to contribute to the outcomes of the section’s capabilities by providing daily operational support to facilitate the delivery and coordination of services.
The Delivery Manager may lead a range of delivery and coordination functions such as ICT program management, secretariat functions for a number of ICT program boards, project and risk management of section and Branch key projects and delivery of ICT infrastructure outcomes for projects and work packages for the TOS Branch. The role may be required to deliver services after hours as scheduled or in response to critical incidents.
The roles will work on both ‘Business as Usual’ (BAU) functions as well as specific projects to support the branch’s operations and contribute to overall Division and departmental objectives.

- Develop and manage stakeholder relationships across the Branch, Division, Department and Portfolio
- Effectively manage change and transition to support new capabilities, improve solutions for our end users and collaborate with business areas for delivery of corporate objectives
- Deliver human resources administration functions for the section including people management, day-day oversight of contractors, performance management and ensuring section and Branch objectives are achieved
- Coach, mentor and cultivate a high performing team and positively contribute to section and Branch culture
- Manage projects using contemporary project management methodologies and tools and establish business and work plans to manage projects and appropriately manage risks associated with key work packages and projects
