**Division Responsibilities**
The Independent Health and Aged Care Pricing Authority’s vision is for all Australians to
have fair access transparent, sustainable, and high-quality health and aged care. We use
data-driven evidence to set fair pricing in the Australian health and aged care sectors,
driving better outcomes. IHACPA's primary function is to calculate and deliver an annual
National Efficient Price (NEP). The NEP is a major determinant of the level of Australian
Government funding for public hospital services and provides a price signal or benchmark
for the efficient cost of providing public hospital services. We undertake several major areas
of work designed to inform the annual determination of the NEP, including ongoing
consultation with all Australian health departments, expert advisory committees and key
stakeholders.
**Branch Responsibilities**
The Costing and Data Infrastructure Branch is responsible for the specification, collection
and validation of cost and activity data for hospital and aged care. The Costing and Data
Infrastructure Branch is also responsible for the storage of that data to determine the
national efficient price and national efficient cost each year.
**Section Responsibilities**
The Aged Care Costing Section includes a team who manages the development and
maintenance of costing for aged care services. The Aged Care Costing Section has
responsibility for projects which inform new and refine current cost collections and
contribute to the development of data collection specifications and data acquisition
methodologies.***
**Key Responsibilities**
The Project officer position supports the section with project management and
procurement, ensuring the probity of all processes. The position is required to coordinate
and manage multiple priorities within defined timeframes and ensuring results. This
includes but is not limited to items detailed below:
- Providing support to specific projects in relation to:
- Risk management activities
- Maintaining project schedule and planning milestones
- Coordinating communications, including scheduling and documenting project
meetings
- Managing administrative aspects of projects including project reporting,
procurement, record keeping, financial support and logistics.
- Supporting the development of both home and residential aged care costing
including:
- Designing data specifications
- Developing and testing data submission processes
- Liaising with jurisdictions for the validation and submission of data o
undertaking quality assurance processes
- Ongoing quality improvement
- Supporting the development and maintenance of costing standards for aged care.
- Preparing agendas, procurement documents and meeting papers.
- Working with stakeholders on issues related to home and residential aged care.
- Supporting the section with ad-hoc projects.
**Key Capabilities**
The Project Officer position requires key capabilities to:
- Support ongoing projects, working to tight deadlines and responding quickly to
changing priorities with determination, confidence, and passion.
- Write and communicate to a high standard, in particular the ability to write clearly
and concisely about complex matters, including to general audiences on technical
- Undertake research and analysis in support of new policy.
- Liaise with internal and external stakeholders, participating in committees and
forums, demonstrating well-developed liaison, interpersonal and oral
communication skills.
- Become familiar with the National Health Reform Act 2011 and gain understanding
of the key pillars of activity based funding including counting, classifying, costing, and
pricing.
- Evaluate the effectiveness of risk management and risk assessment activities.
