Purpose of specific work area and position

The State Operation Directorate has a broad role across the departments emergency management operations and ensures that the department maintains a state of operational readiness to fulfil its responsibilities, as described in the Disaster Management Act 2003, Fire Services Act 1990 and the State Disaster Management Plan. The Rural Fire Service Queensland (RFSQ) Specialist Services is responsible for statewide monitoring and reporting on all disaster and emergency related issues impacting, or potentially impacting, Queensland.

Incident Management (IM) Capability will predominantly focus on developing the future IM capability needs for the organisation and delivers on the department's emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the departmental incident management reviews and other external assurance body recommendations.

Reporting to the Executive Manager, you will be part of a small multi disciplined team, with RFSQ operational experience and a high-level understanding of AIIMS doctrine and IM functional roles/responsibilities. You will contribute to the review, development and implementation of policies, procedures, systems and communications, to meet business objectives, along with supporting the administrative functions of the unit. You will also work with internal and external stakeholders to review, design and develop a range of flexible learning material and resources, for IM training delivery and development, and ensure learner and instructor qualifications meet compliance and legislative standards, for Registered Training Organisation compliance.
Mandatory requirements
- Must meet the mandatory requirements and attributes as outlined in the generic RFSQ Rural Officer 2 (RFSO2) role description.
- Possession of current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education or equivalent.

Special requirements
- Demonstrated ability to manage competing priorities and provide good organisational, planning and interpersonal skills.

Primary duties

This RFSQ Role Specification Statement appends to the generic RFSQ RFSO2 role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:

- Prepare internal communications and provide written project status updates and reports on outcomes in accordance with departmental requirements.
- Maintain document management systems, filling and financial administration to ensure business objectives are achieved.
- Contribute to the design, development, evaluation and review of training curriculum, content and materials to ensure currency and alignment with IM training and national competency frameworks.
- Deliver training and instruct, mentor and/or assess personnel undertaking IM development programs/ courses.
- Assist in the research and evaluation of operational activities, including post incident analysis relating to the provision of disaster and IM systems, processes and products.
- Contribute to the development and implementation of best practice strategies to enhance service delivery and operational capability, and monitor outcomes against performance during training, exercising and operational activation.
- Ensure IM capability development information is shared between regions, other emergency services and agencies, through timely communication and liaison.
- Research, analyse and observe trends and issues, which contribute to the assessment of IM capability development products, and provide recommendation to ensure quality decision making.

- Knowledge and/or experience working in Incident Management Teams (IMT) and/or Operational Coordination Centre's.
