**About the role**
As the Head of Annual Works Plan, Development & Governance, you will lead the development, optimisation, and governance of V/Line’s Annual Works Plan (AWP). Reporting to the Director, Asset Management & Performance, this role is central to ensuring projects are scoped, funded, and governed effectively to support the safe and efficient operation of Victoria’s regional rail network. You will work closely with internal and external stakeholders to align the AWP with lifecycle priorities, funding cycles, and strategic objectives. Your leadership will directly influence the success of V/Line’s infrastructure outcomes.
**Key accountabilities include**:
- Lead the end-to-end development of the AWP, ensuring projects are scoped, costed, and delivery ready.
- Oversee governance and compliance across all maintenance and renewal programs.
- Drive funding alignment and lifecycle cost planning to support long-term asset sustainability.
- Manage strategic procurement and sourcing of long-lead items to meet program timelines.
- Conduct technical assessments and ensure readiness of work packages for delivery teams.
- Monitor financial performance, forecast spend and maintain program integrity.
- Lead performance reviews to drive continuous improvement and delivery efficiency.
- Build strong partnerships across internal teams and external stakeholders to ensure program success.
- Champion risk management, ensuring timely resolution of issues and realisation of project benefits.
**About you**
You are a strategic and experienced program leader with a strong background in asset management, infrastructure delivery, and governance. You thrive in complex environments, lead with integrity, and bring a collaborative mindset to cross-functional and geographically diverse teams.
- Extensive experience in infrastructure, transport, or construction program leadership.
- Strong understanding of project governance, funding frameworks, and lifecycle planning.
- Proven ability to lead cross-functional and geographically dispersed teams.
- Expertise in rail maintenance, renewals, or infrastructure delivery.
- Skilled in cost estimation, procurement strategy, and risk mitigation.
- Proficient in interpreting data and performance metrics to inform decisions.
- Familiarity with ISO 55001 and asset management best practices.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Resilient, adaptable, and committed to continuous improvement and innovation.
- Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
**Qualification**
- Tertiary qualifications in Engineering, Asset Management, or a related field.
