**Position Title**: Manager of Corporate Services

3 Year Fixed Term Contract

Responsible to: Director Corporate Services

**Essential**
1. Qualifications or relevant senior experience in management in the Local Government sector

or similar discipline;
2. Exceptional interpersonal skills, with the ability to effectively monitor own workload to ensure

competing priorities are balanced and delivered within tight timeframes;
3. Proven skills in contract management;
4. Sound knowledge of Local Government Act 1995 and Regulations, legislative compliance and

local government policies and procedures

5. Sound knowledge of information technology including computer systems and software

operations;
6. Demonstrated ability and experience to coordinate the provision of quality customer service

including working with the community.

**Desirable**:
1. Knowledge of SynergySoft and IT Vision accounting software;
OUTCOME
- **Corporate Management and Leadership of Governance, Administration, and Customer Service**
- Leads and manages the day to day operations of the Shire’s customer service, governance

and administration teams.
- Management of the Fitzroy Crossing Visitor Centre and relevant tourism functions and operations.
- Ensure administration and office management functions are managed within the responsibility for decision making in accordance with delegated authority and Council policies and procedures.
- Contribute to the development and implementation of the Shire’s Integrated Reporting

Framework.
- Promotes a positive customer focused service across the Shire.
- Ensure continuous quality improvement processes across all shire services and functions.

**OUTCOME - Governance, Insurances and Record Management**
- Manage the department ensuring all responsibilities, function and programs are performed and executed in a professional, efficient and timely manner.
- Develop, implement and review appropriate systems, procedures and controls to ensure

continuous improvement is integrated into delivery of governance, risk management and

records management functions.
- Provide professional advice and ensure Council processes are compliant with the requirements of the Local Government Act 1995, associated Regulations, Standing Orders and guidelines of the Department.
- Manage the shire’s insurance schedules and process insurance claim
- Manage the Local Government Election process and ensure elections are conducted in a manner which meets statutory requirements.
- Oversee council’s strategic risk management framework in compliance with regulations 16 and 17 of the LG (Audit) Regulations 1996 including operational, audit and reporting requirements
- Maintain Council’s Policy Manual, make amendments in line with Council decisions and review annually.

**OUTCOME - Information and Communication Technology Management**
- Liaise with Council’s IT Service Provider to ensure the provision of prompt information technology advice to assist with planning, decision making and resource management.
- Provide leadership and direction with all staff in the improvement of information technology utilization and understanding.
- In consultation with the service provider, ensure cyber security measures are adequate and appropriately implemented and maintained.

**OUTCOME - Risk and Knowledge Management**
- Develop and implement an Organisational Disaster Recovery and Business Continuity Plan that encapsulates all business processes and ICT requirements which is underpinned by an appropriate risk management framework that minimises the risk of disaster, data loss, corruption or system downtime.
- Monitor changes and impacts on the Shire’s operations, and implement amended processes as a result of changes to information technology developments, policies, standards or procedures.
- Ensure appropriate risk management and internal controls and action plans are developed and implemented.

**OUTCOME Human Resources, People & Culture**
- Develop and maintain a sense of commitment, cohesion and teamwork with the members of the department.
- Actively participate in the development of staff and provide leadership and direction.
- Undertake recruitment, manages staff induction, training and mentoring as required.
- Undertake staff performance reviews in line with core competencies and identify and provide ongoing training and development for staff.
