About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role Internal Audit is responsible for the provision of assessment and evaluation of the effectiveness and efficiency of departmental financial and operation systems, reporting processes and activities including the development and delivery of the departments' Annual Internal Audit Plan and Strategic Internal Audit Plan. The team conducts internal audits and assessments, and provides strategic advice on key financial, human resources, assets, information technology, operational, compliance and governance audit controls, including delivery of recommendations to mitigate risk, improve overall performance and ensure compliance with legislation and/or policy initiatives. Reporting to the Commissioner, you will be responsible for the leadership and direction of the Internal Audit function, including managing human resources, budget, planning and program management to assess risk, optimise performance and ensure QFES' meets compliance in accordance with industry and government regulations. You will lead the development and implementation of key strategies for highly complex financial, operational and ICT audits and assessments and provide high level independent strategic advice that supports decision-making. You will also manage the development and implementation of relevant policies and procedures to ensure the effective delivery of governance, compliance and audit outcomes for QFES. Key requirements Highly desirable requirements - Certified Internal Auditor or member of the Institute of Internal Auditors Australia. - Professional membership of a recognised accounting body such as Certified Practising Accountants Australia or Chartered Accountants Australia and New Zealand. - Possession of a degree qualification from a recognised tertiary institution in accounting or finance or equivalent qualifications. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Provide strategic leadership, vision and management in the development and maintenance of strategic, compliance and operational audits to deliver the department's Annual Internal Audit Plan and Strategic Internal Audit Plan. - Provide independent and professional strategic advice on key financial, human resources and ICT internal audits and provide recommendations to senior executives to promote best practice and inform decision making. - Provide complex analysis and regular internal audit reporting identifying deficiencies in risk management to ensure appropriate controls are in place to achieve strategic and operational objectives. - Manage multiple complex audit projects and lead internal reviews, in accordance with organisational objectives to monitor QFES performance and identify continuous improvement strategies, and ensure effective governance and compliance is maintained. - Liaise, consult, collaborate and negotiate at a senior level across the department and whole-of-government and appropriately represent QFES at external forums and committees. - Manage, prepare and review complex reports, submissions and briefings and ensure accurate and appropriate response to a range of ministerial and departmental correspondence. - Represent QFES and negotiate at high level meetings and liaise and coordinate with key stakeholders in building awareness and strengthening internal audit management services. - Manage human, financial and physical resources and sponsor a work environment which is accountable, fair and safe while promoting innovation, learning and effective linkages across all of QFES and government.
