The Role
Reporting to the Director of Procurement and Contracts, the Contracts Manager plays a pivotal role in supporting the Infrastructure, Planning, and Delivery teams in executing high-quality procurement outcomes. The role is responsible for guiding the tender processes, formulating contract documentation, and providing expert feedback. The Contracts Manager will also assist in establishing and managing common-use supplier arrangements, specifically Preferred Supplier Panels (PSPs) and Standing Offer Arrangements (SOA) within the building construction and maintenance (BCM) category. This position will lead the development and review of clear and concise contractual documentation for building construction and consultant procurement activities, involving collaboration with both internal Department of Health Legal and external legal firms. Effective risk management is critical, involving the identification of key risks and implementing action plans for large, complex, and long-term contracts. The role is also responsible for legislative compliance, probity, and ethics, ensuring adherence to codes of practice and actively engaging with public sector stakeholders to shape frameworks and policies that reflect best practice.
The successful person
The Contract Manager will demonstrate a proven ability to navigate legal and contractual requirements within a State Government Service, construction, or healthcare environment. You will possess a strong understanding of legislation, policies, and standards related to purchasing and contract management in State Government organisations. With demonstrated experience in stakeholder relationship management, you will play a crucial role in supporting effective business change. Proficiency in providing contractual advice to management and senior executives, coupled with experience in contract administration, is essential. You will also demonstrate operational planning, analytical, and problem-solving skills, particularly in managing complex issues within an environment of rapid change.
