**Eligibility**
- To be eligible for employment with the Department of Health and Aged Care

**Division Responsibilities**

The Reform Implementation Division supports the Department and Government to lead

reform of Australia’s aged care system through the Government’s response to the Royal

Commission into Aged Care Quality and Safety (Royal Commission).

The Division achieves this through:

- The development of evidence-based policy to support more sustainable ageing

policy and an aged care system better tailored to the needs and expectations of

older Australians.
- Oversight of the implementation of the reform agenda in line with Government

commitments.
- Lead ICT strategy and business assurance activities to achieve aged care digital

business outcomes.
- Communication, stakeholder engagement and change management to support

transformational change in the sector.

**Branch Responsibilities**

The System Policy and Evidence Branch's focus is to shape the future transformation of aged

care to a system that meets the needs and expectations of older Australians, provides

quality care and easy access to health and other social services.

This is an interesting and high-profile area, with a high level of Executive exposure. The

Branch:

- Leads the whole of aged care Budget strategy, including drafting of Cabinet

Submissions.
- Manages linkages between reform implementation and the Government's response

to the Royal Commission into Aged Care Quality and Safety.
- Delivers on key projects to strategically position aged care for ongoing reform.
- Leads the Department's approach to ageing policy.
- Contributes to program management of aged care programs including

lifechecks.gov.au and the Dementia and Aged Care Services Fund.
- Is the data custodian for aged care data, and responsible for various reporting tasks

including the annual Report on the Operation of the Aged Care Act 1997, and the

annual Stocktake of Aged Care places.

**Section Responsibilities**

The positions will be across various sections in the branch.

The four sections in the branch are:

- Budget section, responsible for coordinating and delivering the Budget and MYEFO

cabinet submissions related to aged care reforms in accordance with agreed

standards and timeframes.
- Data and Evidence Section, responsible for data governance, analysis, reporting and

data product development on aged care data.
- System Policy Section and Ageing Policy, Research and Reporting Section,

responsible for supporting the Department in its role as the aged care system

governor, as described in Recommendation 4 of the Final Report of the Royal

Commission into Aged Care Quality and Safety.

Key projects are developing a vision, strategy and outcomes framework and policies for a

long-term aged care system, progressing a coordinated ageing and aged care research

agenda, and developing the Aged Care Group’s performance indicators for annual reporting

purposes; managing the LifeChecks program and the Dementia and Aged Care Services

Fund.***

**Key Responsibilities**

**The responsibilities of these roles, within relevant sections, will include**:

- Managing a small team.
- Ensuring alignment of policy options with broader aged care system reforms.
- Identifying and considering policy, program and regulatory issues and risks to inform

policy, programs and briefings.
- Working across the Aged Care Group and with other key stakeholders to develop

briefings and supporting products for Ministers and Executive on a range of aged

care system, ageing, ageing and aged care research and other related matters.
- Working collaboratively with other team members, including EL1s and APS staff, to

develop and implement a forward work plan for the Section, with a focus on the

outcomes framework for the aged care syste
