- The Regulatory Manager will assist the department by driving a strong regulatory culture and maturing regulatory practice in the Biosecurity Operations Division’s various operational pathways.
Reporting to a Regulatory Specialist (EL1), the Regulatory Manager will be responsible for reviewing and providing regulatory expertise pertaining to biosecurity operational decision-making. The Regulatory Manager will contribute to change, business planning and organisational capability.
**Who we are**
**Biosecurity Operations Division** delivers nationally integrated biosecurity and imported food regulatory activities to ensure goods, conveyances and travellers meet Australia's import requirements. Division operations include policy and regulatory control setting across imported food and biosecurity risk pathways, as well as the delivery of assessment, inspection, community engagement and contact centre services. The division also partners with industry to improve the delivery of regulatory functions. The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world’s most severe pests and diseases.
**Maritime Operations and Regulatory Capability Branch** delivers regulatory assessments and inspections of international vessels to ensure compliance with Australis’s biosecurity requirements. The pathway holds responsibility for administering the Infringement Notice Scheme primarily for infringement notices issued in the airport environment. In addition, the pathway also undertakes a range of enabling services on behalf of the Biosecurity Operations Division including recruitment and workforce planning, learning and development, coaching and regulatory capability and workforce management.
**The Regulatory Support Team (RST)** sits within Capability and Coaching Section and was established in 2022 to assist the Biosecurity Operations Division (BOD) to improve practices, processes and systems to better support biosecurity officers to be confident, capable and curious regulators.
**The Job**
- Providing decision support and building capability;
- Building regulatory capability of operational teams through coaching and shared case examples (e.g. scenario-based role plays).
- Assisting in the development and delivery of projects under the guidance of a project lead.
- Leading and planning;
- Contributing to the promotion of regulatory uplift within the department by researching and interpreting complex legislation and delivering expertise to colleagues.
- Collaborating with internal stakeholders to identify opportunities and facilitate cooperation through education to achieve compliance outcomes.
- Facilitating and participating in regulatory forums as appropriate and operational team meetings.
- Providing an escalation point to Compliance and Enforcement Division and/or co-regulators.
- Preparing reports and other documents.
- Managing a fluctuating workload and setting individual priorities.
- Promoting the APS Values and the department’s Core 4 values and behaviours.
- Contributing to the development of policy and decision support material;
- Identifying gaps, inconsistencies and illogical work practices in policy documents and decision support material and referring these for action.
- Providing regulatory input to assist with the development of policy and decision support material.
- Contributing to and developing improvement initiatives and projects.
**Please note** that the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.
**Knowledge and experience**
- Understanding of the principles of administrative law.
- Understanding of delegations and authorisations.
- Knowledge of regulatory best practice, reporting requirements, Australian and international standards and quality assurance.
- Experience supporting and coaching staff to work collaboratively in a challenging, complex and fast-paced operational environment.
- Understanding of compliance and risk management principles and the intent of the department’s Regulatory Practice Statement.
- Knowledge of the department’s role in delivering national biosecurity operations.
