**About the Role**
As the Regional HSE Manager you will be responsible for establishing a leadership position in the areas of ES&H across the Energy, Infrastructure and M&M business lines for the region.
Setting strategic direction for the region in collaboration with GBU ESH Managers you will integrate all aspects of Environmental, Safety, and Health (including medical and industrial hygiene), processes, procedures, systems, methods and policies critical to the success of ES&H on multiple projects in the region.
**Key Responsibilities**
- Assists the GBU with implementation of an ES&H Management System that meets the requirements of International Environmental Standard BS EN ISO 14001:2015, and the International Occupational Health and Safety Standard BSISO 45001:2018.
- Guides, coaches, and motivates ESH team performance and those directly associated with implementing ES&H processes, procedures, systems, methods, and policies critical to the success of ES&H on multiple projects.
- Promotes integrity, technical competence, and commitment to ES&H on multiple projects across the GBUs.
- Works with project and/or GBU management on bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
- Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
- Coordinates appropriate consideration of ES&H requirements with subcontract, engineering, and construction personnel.
- Ensures that ES&H plans are developed and implemented for projects or facilities within their area of responsibility in accordance with established policies, systems, processes, procedures and methods, client and/or host country requirements and regulations.
- Provides operational direction and functional supervision of work practices of Bechtel and other contractors/subcontractors.
- Leads meetings, as necessary, with customers, project team members, and contractors/subcontractors to communicate project-specific ES&H mitigation plans, training programs, and complex technical reports.
- Stops work in dangerous situations or conditions having imminent adverse ES&H impact. Stipulates acceptable work practices that are to be implemented before the work can be resumed.
- Manages and conducts project serious accident and/or fatality investigations and notifications; documents factors contributing to an incident and ensures the preparation of required reports when requested.
- Manages cross-training of personnel in professional or discipline-specific skills, techniques, and procedures.
- Interprets applicable ES&H standards and supervises their integration into area of responsibility.
- Ensures that host country, client and Bechtel standards are integrated into a single document.
**Essential Experience**
- Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
- Experience in program and process improvement development and program implementation across multiple business lines, projects, countries and regions.
- Experience in developing risk assessment process aligned with the path of construction, constructability reviews and 90-day review processes.
- Experience in presentation development and public speaking in client settings, during both bid and execution phase, with regulators, and with internal stakeholders (i.e. projects, facilities and offices).
- Experience leading formal investigations, individually and in a team setting with advanced knowledge of multiple root causal analysis processes.
- Experience in leading and managing all aspects of ES&H on projects or facilities.
- Extensive and demonstrated knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
- Broad knowledge of engineering and construction systems, methods and work processes including, construction planning, estimating, procedures, and execution.
- Demonstrated experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
- Technical knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
- Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.
- Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
- Extensive experience in implementing and managing ES&H training programs.
