**About the Area**

ABS is active in supporting the production of high-quality official statistics in countries across the Indo-Pacific. The Australian Government has made it clear that our region is grappling with intense, overlapping challenges. Australia has adopted a principled approach, seeking cooperation with regional partners that draws on our strengths.

ABS and Statistics Indonesia (BPS) have an enduring partnership, working together for nearly 30 years. A key strategy for BPS is the mainstreaming of big data and data science in daily operations, which underpins the Government of Indonesia’s (GoI) data transformation strategy - One Data (Satu Data).

Satu Data was established in 2019 to transform data sharing arrangements between public service agencies by integrating data across central and local government agencies to encourage data-driven policy and decision making. BPS faces challenges as Satu Data’s Statistical Data Manager, with influencing broader government buy-in.

With data sharing and data integration initiatives in Indonesia providing both challenges and opportunities for BPS and other GoI agencies, the ABS is supplementing the current Fly-In Fly-Out (FIFO) delivery model in Indonesia with a long-term Strategic Partnership Manager role. To ensure the role is more embedded, influential and strategic than the FIFO roles, the role includes a two year posting to Indonesia.

**About the Role**

The purpose of the Strategic Partnership Manager, Data Strategy is to support BPS improve cross-government data strategy outcomes to enhance policy making across the GoI. The role will require you to build multi-level strategic partnerships, strong relationships with BPS, and build knowledge and capacity across a broad range of stakeholders to drive good data practices and data sharing opportunities across GoI.

The role is open to SES Band 1 or experienced EL2 officers who are looking for the opportunity to broaden their skills and experience, build networks across the Australian and Indonesian governments and support advancements in data system design and data integration.

The role will be required to partner closely with BPS, Prospera, APS partners, DFAT and relevant GoI agencies to:

- Support DFAT’s Indonesia country objectives and build further DFAT’s development objectives for Australia and Indonesia as well support ABS’ objectives as an active engager of statistics development in the region.
- Gain a better understanding of the context and challenges being faced by BPS; support them to adapt and operate in an increasingly data driven world; and develop strategic and effective partnerships with key ministries and agencies across the Indonesian government system.
- Contribute to the ABS-BPS Partnership Program by improving capability of BPS leaders to be more influential across the National Statistical System.
- Contribute to strategies to remove some of the significant institutional barriers to implementing Satu Data work across government.
- Build knowledge and capability across stakeholders on the importance of good data practices including standards and classifications.
- Support the ABS International Relations team with monitoring, evaluating and reporting on program outcomes.

**What we are looking for (selection criteria)**
- An ability to gather information and alternative viewpoints from government and non-government jurisdictions and understand new issues of importance for the Australian and Indonesian governments.
- Experience in data strategy, data integration and data governance and how it can be used to drive good government policy.
- Experience at building multi-level partnerships across government and non-government organisations and internationally to achieve a common goal.
- Excellent communication and negotiation skills including experience working with people from different backgrounds.
- An ability to build organisational capability and responsiveness, evaluate ongoing project performance, identify critical success factors and instigate continuous improvements.
- Experience and knowledge working with Indo-Pacific counterparts is an advantage.
