**Job Overview**:
Senior Principal/Manager Supply Chain Specialist. 15 years or more subsea and offshore experience in procurement and package management (major) for diverse scopes. Pre and post award experience are essential. Commercial astute approach with the market and suppliers, and demonstration of consistent successful in timely delivery for the projects and bids. Competent contractual knowledge to the general PO terms and conditions is preferred.

**Key Tasks and Responsibilities**:

- Responsible for procurement of direct and indirect materials required for the successful completion of the assigned project.
- Development and maintenance of Project Procurement Plan covering all procurement and subcontracts activities.
- Manage project procurement staffing levels and personnel assignments in such a manner that a responsive, capable and cost effective team of the right skill mix is maintained.
- Ensure needed resources are available to permit achievement of agreed-upon project goals and success criteria.
- Monitor project procurement-related activities and performance, providing direction and support needed to team members, so as to ensure the successful delivery of established project requirements.
- Ensure timely release of purchase orders.
- Ensure attainment of project budget and specific financial objectives, to include effort hour/dollar budgets.
- Prepare or assist in preparing project budgets, staffing plans, effort completion forecasts, etc.
- Ensure client needs are identified and effectively addressed.
- Perform as much of the equipment buying and/or subcontracting functions associated with assigned projects as project-specific conditions allow.
- Ensure problems are identified on a timely basis and appropriate corrective action plans are developed to allow resolution; participate in resolving disputes, claims and performance issues.
- Participate in pre-bid and bid clarification/award meetings if required.
- Facilitate approval of purchase/award recommendations and requisitions.
- Provide needed cost tracking, control, forecasting and management activities associated with assigned projects.
- Ensure audit trail for procurement files.
- Ensure adherence to project schedule requirements.
- Ensure compliance to procurement procures.
- Review engineering & vendor deliverables to Procurement to ensure completeness.
- Interface with both engineering & procurement to ensure all departments achieve the project plan.
- Provide inputs for PROM and review/update the inputs on timely manner.
- Manage the expediting function to ensure timely delivery of the materials and other deliverables.
- Manage the logistics function to ensure budget attainment and timely movement of the goods.
- Manage the material coordination function within JRM between warehouse, QC and yard/offshore.
- Facilitate vendor payments.
- Ensure and track the receipt/return of advance/performances bank guarantees from vendors.
- Track rental of equipment for use in yard and offshore operations.
- Ensure the timely disposal of surplus/scrap material in the project.
- Represent the procurement function in scheduled and planned meetings with local community members.
- Ensure deliverable quality level meets both internal and external customer requirements and expectations.
- Establish team work priorities and work with peers and others as necessary when conflicting priorities are identified to resolve issues.
- Ensure appropriate project filing and record retention procedures are implemented and maintained.
- Lead effort to conduct project post mortems, to include transfer of lessons learned to peers and others, as appropriate.
- Ensure appropriate approval cycles are maintained.

**Essential Qualifications and Education**:

- Bachelor of Engineering, BSc or other relevant credentials and experiences.
- Minimum 20 years relevant working experiences within a major EPC company.

**Preferred Qualifications and Education**:

- Membership of a professional institution.
- Extensive knowledge of Oil & Gas industry and Supplier base supporting the Oil & Gas Industry. Articulate English oral and written communication skills.
- Proficiency in Microsoft Office e.g. Word, Excel, PowerPoint and Outlook.
- Ability to interact with peer group members within the organization.
- Needs to be a self-starter.
- Understands the procurement and project execution processes needed to successfully deliver required project results.
- Ability to manage multiple projects and priorities.
- Effective communication and presentation skills.
- Demonstrated ability to define customer needs, understand who the customers are and build effective relationships with them.
- Ability to handle problems effectively and make appropriate trade-offs that lead to sound decisions.
- Ability to leverage organizational resources to accomplish goals.
- Coaching skills that permit increasing the abilities of individuals and teams to perform effectively.
