Eden Ritchie is seeking a Contract Management Specialist who will play an integral role as the interface between the health centre and its external partners.
**As the Contract Management Specialist you will have the below key responsibilities**:
- Lead the development and management of a contract governance framework that aligns with the whole of government approach to contract management and ensures comprehensive review of agreements and implement systems and strategies to ensure effective governance for quality, safety, and risk.
- Responsible for the contract administration system (Qcontracts) and ensuring all relevant documentation is uploaded into the system and managing the reporting to the open data portal.
- Support contract managers in developing Key Performance Indicators (KPIs) in alignment with the specific contracts and provide support in managing the Quarterly Business Reviews (QBR) with key suppliers/service providers.
- Encourage, develop, and support innovation across the health service to encourage better patient outcomes.
- Educate internal customers in the implementation and use of standardised tools, practices and procedures that optimise contract efficiencies.- Develop deep category, product and supplier knowledge to plan, coordinate and realise projects that drive continuous improvement within the contracts managed.
- Maintain a knowledge database of supplier markets, subcategories, capabilities, and technology and be responsible for negotiating and facilitating implementation of long-term agreements and/or partnerships between suppliers and customers.
- Effectively manage the agreements for significant contracts, acting as the primary point of contact and monitoring and managing performance to ensure the services specified are being delivered in accordance with the terms of the agreements.
- Implement contract management processes that incorporate appropriate performance incentives and enable effective contract performance management.
- Be the principal contract management content specialist for escalation where appropriate to the relevant executive group.
- Effectively analyse and monitor performance outcomes, indicators, and compliance requirements, both financial and non-financial and make recommendations to the Executive Management Committee, where appropriate.
- Develop and monitor contingency planning across relevant contracts.
- Develop and maintain outstanding relationships with business units and supplier stakeholders in order to drive process efficiencies and maximise benefits. Continually manage these relationships to ensure that an appropriate balance is maintained within each service agreement, between service quality and commercial objectives.
- Manage the escalation of issues and performance reporting pertaining to agreements across the Health Centre, highlighting potential risks and provide recommendations on mitigation or rectification strategies when required.
- Identify potential opportunities and solutions for service improvements and liaise closely with partners to establish relative priorities (including opportunities for collaboration).
- Lead and develop implementation of strategies resulting in improved business practices for the achievement of mutual cost, strategic and long-term operational benefits.
- Actively contribute to maintaining a safe workplace that values the health and safety of co-workers, clients, and visitors.
- Actively contribute to developing and maintaining a culture where staff are vigilant to risks to themselves, their co-workers, clients, and visitors (including health and safety, business, and operational risks).
- Actively participate in the Health Service 1:1 conversation process.
- Leadership skills which prioritise quality, safety and risk and support continuous improvement.
- Strong commercial acumen and understanding of government and legislative processes together with an ability to understand and interpret complex documentation, complete and document analyses.
- Experience implementing contract and supplier management strategies and techniques, including negotiation skills that deliver mutually beneficial outcomes and achieve value for money.
- Extensive ability to build and maintain positive relationships and engage at senior levels both internally and externally with category service providers.
- Advanced communication and interpersonal skills with demonstrated high level experience in consultation, negotiation, and liaison; able to represent the service confidently at meetings and forums.
- High level experience in analysing business problems, identifying solutions and implementing them.
