Job Title: Climate Resilience Programme Leader

The Australian Government is seeking a seasoned leader to spearhead the Cambodia Climate Resilience Programme (CCRP). The successful candidate will be responsible for driving the programme's success, ensuring effective climate resilience initiatives in Cambodia.

  • Mobilisation and Inception Phase:
    • Establish a Programme Management Team, including recruitment and onboarding of key staff to fulfill key roles and responsibilities.
    • Broker stakeholder engagement with Government stakeholders, implementing partners, and private sector entities in both Australia and Cambodia.
    • Lead coordination and submission of inception phase deliverables, ensuring timely updates as required.
    • Ensure effective communication and coordination between stakeholders, including implementing partners. Establish governance forums and support partner engagement.
    • Establish project management tracking systems to collect regular updates from partners and provide on-time progress monitoring.
    • Develop and maintain a Monitoring, Evaluation, and Learning Framework, strategy, and work programme in collaboration with the MEL Technical Adviser and partners.

Delivery Phase:

The Programme Leader will provide strategic leadership and overall performance management of CCRP, ensuring effective implementation, coordination, execution, and achievement of outcomes across Cambodia.

  • Lead the Programme Management Team and partners to ensure timely delivery of CCRP results, aligned with client expectations.
  • Manage staffing and organisational structure, ensuring personnel and performance management practices promote high staff morale and retention.
  • Oversee partner and sub-contractor management, ensuring they deliver expected program goals and outcomes in alignment with agreed Progress Results (Key Performance Indicators).
  • Engage strategically with external stakeholders such as DFAT, government ministries, international organisations, and regional platforms, ensuring programme alignment with broader development priorities.
  • Regularly review and provide feedback on the MEL Framework, addressing identified bottlenecks and impact.
