Procurement Business Partner

Horizon Power is seeking a highly skilled Procurement Business Partner to join our team. As a key member of our Procurement and Supply Chain Group, you will play a critical role in shaping our procurement strategy and driving business value.

Key Responsibilities:
  • Lead the efficient and effective delivery of sourcing activities, procurement advisory, and processes within a center-led model.
  • Support the Strategic Sourcing Manager in delivering the Procurement and Supply Chain Group business plan, business as usual, strategic, and high-risk/sensitive projects.
  • Provide advisory services to support all other engagements and responsible for all queries and service requests, including source to contract, contract management, procure to pay, probity, spend, procurement system-related, and supplier management.
  • Actively support the Strategic Sourcing Manager in improving sourcing timelines and commercial outcomes while managing the PRISM and Procurement Pipeline for current and future works for completeness and accuracy.
  • Responsible for spend-insight and benchmarking against business objectives, key performance indicators, and purchasing compliance.
  • Responsible for active stakeholders' engagement to understand their business plan, related procurement, and contract management activities and responsible for engaging regularly with stakeholders to establish collaborative working relationships that are focused on identifying continuous improvement opportunities.
  • Responsible for end-to-end supplier management, including ensuring that relationships with key strategic suppliers are managed in accordance with the Horizon Power Supplier Relationship Management (SRM) Framework.
  • Support the Strategic Sourcing Manager with the maintenance of P&SC documentation in collaboration with the P&SC Managers.
  • Responsible for the undertaking of high-level strategic negotiations, providing expert advice, and resolving complex risks in contracts.
  • Responsible for supporting business-wide training, coaching, and mentoring of the business, including source to contract, contract management, procure to pay, probity, spend, procurement system-related, and supplier queries.
  • Support the Strategic Sourcing Manager with the management of procurement/tender workflows, procurement inbox (communication between the potential/current supplier, the business, and our team).
  • Support the Strategic Sourcing Manager with related audit actions, including undertaking risk assessments and implementing management actions and recommendations.
  • Leads market research to gain a deep insight of the supply chain, risks, buyer behaviors, and other issues (e.g., legislation, policies) that impact contracts.
Requirements:
  • Significant professional experience, with a minimum of 5 years' experience in a commercial environment, negotiating and managing spend for a similar-sized and complex business.
  • Experience in identifying continuous improvement opportunities, including in defining the business case and requirements and realizing value through implementation of the change in an efficient and effective manner.
  • Stakeholder management experience internal (e.g., direct reports, peers, and Executive levels) and external (e.g., Suppliers, Government agencies, Ministerial, etc.) stakeholders.
  • Ability to understand and analyze complex relationships informing decision making.
  • Proven project management experience.
  • Technical Skills – Source to Contract, Procurement Strategy and Planning, Contract Management, Contract Law and Legislative Obligations, Negotiation Planning and Negotiating, Financial Management and Projects.
  • Soft Skills - Planning and Organizing, Proactive and Problem Solving, Communication (written and verbal), Stakeholder Management (internal and external).
  • Understanding of how procurement operates to manage enterprise value and risk management outcomes effectively and effectively.
  • High-level proficiencies with MS Office systems (e.g., Word, Excel, PowerPoint, PowerBI) and Procurement Systems (e.g., SAP, Oracle, Ellipse).
